Adetaileddescription ofthechangesandouranalysesconcerning significant hazardsarecontained inAttachment 1.Attachment 2containstheproposedrevisedT/Spages.ThemajorpurposeofthechangesproposedinthisletteristoreducethefirewatchburdenattheCookNuclearPlant.Possiblesolutions toreducethefirewatchburdenwerediscussed duringameeting,withourprojectmanagerandothermembersoftheNRCstaff,inWashington, D.C.,onJune28,1988.Thechangesproposedinthisletterincorporate itemsdiscussed atthatmeetingaswellasotherchangestothefirewatchrequirements thatwefeelareinconcertwiththegeneralapproachtothistopicasdiscussed attheJune1988meeting.Inadditiontothechangestothefirewatchrequirements, wehavedeletedthespecialreporting requirements contained inthefireprotection T/Ss,incorporated T/Srequirements fordetection andsuppression systemsaddedforAppendixR,rewordedsomeofthefireprotection specifications forclarity,andproposedanumberofotherchangesthatwebelieveimproveourfireprotection T/Ss.Webelievethattheproposedamendment willnotresultin(1)asignificant changeinthetypesofeffluents orasignificant increaseintheamountsofanyeffluentthatmaybereleasedoffsite,or(2)asignificant increaseinindividual orcumulative occupational radiation exposure.
