Attachment 1toAEP:NRC:1168A Page2TheUnit2turbinewasthefirstturbinemanufactured byBrownBoveritooperateatanuclearpowerplantinNorthAmerica.Therearetwoindependent mechanical overspeed tripsontheUnit2turbine.Thesurveillance requirements oftheUnit2T/Spresently requirethatallturbinecontrol,stop,andintercept valvesbetestedthroughatleastonecompletecycleatleastoncepersevendays.ValvetestingisagoodpracticewhichisfollowedatCookNuclearPlant.FortheBrownBoveriturbinethesevalvesarecontrolled bytheTurbomatsystem.Aturbineshutdowntest,wherethevalvesarestroked,isperformed priortoturbineroll.Thenormalturbinevalvetestisthenperformed uptosevendayslater.inMode1withabout8%powerormore.Atthattimetherequirements forrunningtheTurbomatin"auto"havebeensatisfied.
WiththeTurbomatin"auto",theTurbomatwilladjusttheremaining valvestomaintainunitloadasonevalveistested.TheT/Salsorequiresdirectobservation ofthemovementofeachofthevalvesonceper31days.Ithasbeenplantpracticethatthisdirectobservation bedoneeverysevendays,alsomeetingthe31dayT/Srequirements.
TheT/Salsorequiresa"channelcalibration",
whichisinterpreted tomeananactualoverspeed test,oftheturbineoverspeed protection systematleastonceper18months.Overspeed testswillbecontinued atCookNuclearPlantconsistent withoperating experience atCookNuclearPlantandapplicable industryexperience.
AlsoincludedintheT/Sistherequirement thatatleastonevalveofeachtype(control, mainstop,reheatstop,andreheatintercept) shallbedisassembled andinspected atleastonceevery40months.Valveinspections willbecontinued atCookNuclearPlantconsistent withoperating experience atCookNuclearPlantandapplicable industryexperience.
Justification WebelievethatthepresenceofaT/Sforturbinevalvetestingandmaintenance isinappropriate andunnecessarily restrictive forabalance-of-plantsystem.Itisexpectedthattheoverspeed protection willremainavailable duringpoweroperation.
ThisT/SchangeistoproviderelieffromtherigidityofthepresentUnit2T/S.ThisT/Schangerequestisproposedforthefollowing reasons:thisT/Sisnotincludedinthenewstandardized technical specifications (STS)developed bythemethodically engineered, restructured, andimprovedtechnical specifications (MERITS)program;itwillincreasethesimilarity oftheT/Ssforthetwounits;ourtestingpractices willnotsignificantly change;since1983ourtestingresultsdonotshowsignsofadverseconditions; andwewillbelesslikelytotripthereactorasaresultoftryingtomeettheschedular requirements ofthisT/S.

Thissimilarity inT/SsbetweenUnit1andUnit2benefitsthesafeoperation ofbothunitsbecausetheincreased consistency betweentheunitsminimizes thechanceofhumanerror.DespitethedeletionofthisT/S,thesurveillance testswillnotsignificantly changeontheUnit2turbine.Turbineoverspeed protection andsurveillance willbemaintained onUnit2,similartowhathasalwaysexisted.'nlytheT/Swillbedeleted.Goodsurveillance andtestpractices basedonoperating experience atCookNuclearPlantandapplicable industryexperience willcontinuetobefollowedunderanadministrative programoutsideofT/Ss.TheUnit2turbineisnowoperating initsninthoperating cyclewithover90,000hoursofoperation.
Turbineoverspeed protection surveillance resultshavebeenverygoodsinceunitstartupin1978.In1983,awearproblemwasfoundwiththeoverspeed plungers.
Replacement plungerswereinstalled.
Thenin1988,theseplungerswerereplacedwithpartshavingstellited (hardened) surfaces.
Therehavebeennosubsequent problems.
Duringnormalpoweroperation therequirement toperformthisT/Ssurveillance hasthepotential forbringingtheunitdownandthensubjecting theplanttotransients.
Inperforming thisT/Ssurveillance theplantcanencounter difficulties thatareunrelated tothefunctionality ofthevalvesandoverspeed tripprotection.
WebelievethatitissafertocontinuetooperateinMode1whilethesedifficulties areworkedoutbothfromthepointofviewofapotential reactortripandtheadditional stressonplantpersonnel toperformtheworkina72-hourwindow.Shuttingdowntheunitbecauseofdifficulties performing thisT/Ssurveillance, inouropinion,isinappropriate andunnecessary.

TheBrownBoverilowpressureturbinerotorsareassembled fromseparateforgingsthatareweldedtogether.
Theyarenotassembled usingashrunk--ondiskdesign.TheBrownBoveriweldeddesignisconsidered tobelesssusceptible toturbineburst.5.0NoSiificantHazardsDeterminatio Wehaveevaluated theproposedT/Schangesandhavedetermined thatthechangesshouldinvolvenosignificant hazardsconsideration basedonthecriteriaestablished in10CFR50.92(c).
Operation ofCookNuclearPlantinaccordance withtheproposedamendment willnotsatisfyanyofthefollowing criteria.

TheUnit2turbineisnowoperating initsninthoperating cyclewithover90,000hoursofoperation.
Turbineoverspeed protection surveillance resultshavebeenverygoodsinceunitstartupin1978.In1983,awearproblemwasfoundwiththeoverspeed plungers.

Thereliability oftheoverspeed protection wasimprovedbythereplacement oftheplungerswithpartshavingstellited surfaces.
Thesurveillance scheduleandtestswillbebasedonoperating experience atCookNuclearPlantandapplicable industryexperience.
Surveillance testingwillcontinueunderanadministrative programoutsideofTSs.Thustheturbineoverspeed protection isexpectedtoremainavailable.
Alsobyeliminating thisT/Swewillbereducingthepotential forshuttingdowntheunitbecauseofdifficulties performing thisT/Ssurveillance unrelated tothefunctionality ofthevalvesandoverspeed tripprotection.
