Attachment1toAEP:NRC:0980UPage2TheT/Sandtableweareproposingtoremovecontainscomponentcyclicandtransientlimits.Thetableisessentiallyarequirementforrecordkeepingregardingthenumberofcyclesortransientsthathavebeenexperiencedbythereactorcoolantorsecondarysystems.Znthissense,therequirementsareadministrativeinnature,andclearlydidnotmeetanyofthecriterialistedabove.Thus,thetablewasnotincludedinthenewStandardT/S.RemovalofthetablefromtheT/Swillstreamlinethedocument,andwillhelptoachievetheappropriatefocusofthedocument.3~JUSTIFICATIONFORTHECHANGEThechangeisconsistentwiththenewStandardT/SgaspublishedinNUREG1431.Znthissense,thechangehasalreadybeenreviewedandfoundacceptablebytheNRC.TherearenoCookNuclearPlantspecificfeaturesthatwouldmakethechangenotapplicable.ThereisalreadyaplantprocedurethatverifiesthattherequirementsoftheT/Stableareimplemented.ThetablecurrentlyintheT/SwillberelocatedtotheUFSAR.Anotewillbeaddedtotheproceduretoensurethatanychangestothecomponentcyclicortransientlimitsundergoanunreviewedsafetycpxestlondeterminationpertheretirementsof10CFR50.59.Per10CFR50.59,thechangecanonlybemadeifthechangedoesnot:increasetheprobabilityofoccurrenceorconsequencesofanaccidentormalfunctionofequipmentimportanttosafetypreviouslyevaluatedinthesafetyanalysisreport,2.createthepossibilityforanaccidentormalfunctionofadifferenttypethananyevaluatedpreviouslyinthesafetyanalysisreport,or3~reducethemarginofsafetyasdefinedinthebasisforanyT/S.Anychangestotherequirementsofthepresenttablewouldhavetopassthestringentcriteriaof10CFR50.59inordertobeimplemented.

Attachment1toAEP:NRC:0980UPage34~10CFR50.92CRITERIAPer10CFR50.92,aproposedamendmentdoesnotinvolveasignificanthazardsconsiderationifthechangedoesnot:involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,2~createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated,or3~involveasignificantreductioninamarginofsafety.Criterion1TheproposedchangeisadministrativeinnatureinthatitsimplyrelocatesatablecontainingcomponentcyclicandtransientlimitsfromtheT/StotheUFSAR.Anychangetotherequirementsofthetablewouldhavetobereviewedagainstthecriteriaof10CFR50.59toensurethechangedoesnotcreateanunreviewedsafetyquestion.Additionally,itisnotedthatthechangeisconsistentwiththenewStandardT/S,recentlyissuedbytheNRCasNUREG1431.Basedontheseconsiderations,theproposedchangedoesnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.Criterion2ThechangeonlyinvolvesrelocationofatablecontainingcomponentcyclicandtransientlimitsfromtheT/StotheUFSAR.Nospecificphysicalchangestotheplantorchangesinplantoperationwillresultdirectlyfromthischange.Anychangeinthelimitscontainedinthecurrenttablewillundergoareviewagainsttherequirementsof10CFR50.59toensurethatthechangedoesnotcreateanunreviewedsafetyquestion.Thus,thechangewillnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Criterion3TheproposedchangeisadministrativeinnatureinthatitsimplyrelocatesatablecontainingcomponentcyclicandtransientlimitsfromtheT/StotheUFSAR.Anychangetotherequirementsofthetablewouldhavetobereviewedagainstthecriteriaof10CFR50.59toensurethechangedoesnotcreateanunreviewedsafetyquestion.Additionally,itisnotedthatthechangeisconsistentwiththenewStandardT/S,recentlyissuedbytheNRCasNUREG1431.Basedontheseconsiderations,theproposedchangedoesnotinvolveasignificantreductioninamarginofsafety.

Attachment1toAEP:NRC!0980UPage4Lastly,wenotethattheNRChasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamples(48FR14870)ofamendmentsconsiderednotlikelytoinvolvesignificanthazardsconsideration.Thesixthoftheseexamplesreferstochangeswhichmayresultinsomeincreasetotheprobabilityorconsecpencesofapreviouslyevaluatedaccident,buttheresultsofwhicharewithinacceptablelimits.Asdiscussedabove,theremovalofthecyclicandtransientlimittablefromtheT/SisconsistentwiththenewStandardT/S,issuedbytheNRCasNUREG1431.SincethechangehasalreadybeenfoundacceptablebytheNRC,weconcludethattheexamplecitedisapplicableandthatthechangeshouldnotinvolvesignificanthazardsconsideration.
