',H Attachment1toAEP:NRC:1182Page2allow+18stepsmisalignmentwillreducetheusageofthefluxmappingsystem.HeavyuseofthefluxmappingsystemmayrequiremoremaintenanceworkandmaybeanALARAconcern.Furthermore,powertransients(shutdowns)havebeeninitiatedasrequiredbytheT/Sswhichwereunnecessary.PowermaneuversandfullpoweroperationhavealsobeenlimitedduetoARPIindication.Itshouldbenotedthatifmisalignedrodsaredetected(viachangesinPower,QuadrantTiltorFluxMap)theyarerealignedusingestablishedprocedures.JustificationfortheChanePowerdistributioncalculationswithrodmisalignmentsof18steps(18stepsindicated+12stepuncertainty)showthattheincreaseinpeakingfactorswillbeaccommodatedatorbelow85%RTP.Thecalculationsalsoshowedthatabove85%RTP,amisalignmentof18steps(18stepsindicated+12stepsuncertainty)maybeaccommodatediftheAllowablePowerLevel(APL)asdefinedinT/S3.2.6isatleast106$andthemargininF><isatleast4%.LowerlevelsofmisalignmentareallowedforlowerAPLvalues.Theminimummisalignmentof12stepsisallowedwithoutadditionalmargininAPLandF><.ThisanalysisisprovidedinAttachment4.10CFR5092SinificantHazardsConsiderationAnalsisPer10CFR50.92,aproposedamendmenttoanoperatinglicensewillnotinvolveasignificanthazardsconsiderationiftheproposedamendmentsatisfiesthefollowingthreecriteria:Doesnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyanalyzed,2.Doesnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated,or3.Doesnotinvolveasignificantreductioninamarginofsafety.Criteria1and3AsseeninAttachment4,sufficientmarginexistsinpowerdistributionat85%RTPtoallowforincreasedmisalignment.At100%RTP,increasedmisalignmentisallowedonlyifthereisadequatemargininthepeakingfactors.Therefore,initialconditionsremainunchangedfromthatassumedinthesafetyanalyses.Asfarast'edroppedrodandrodejectionaccidentsareconcerned,theanalyseswereperformedwithconservativeassumptionstoenvelopetheincreasedmisalignment.ItshouldbenotedthatthepowerdependentinsertionlimitforUnit1willbechangedinaconservativemanneratthebeginningofcycle14.Basedonthese Attachment1toAEP:NRC:1182Page3analyses,itisconcludedthattheproposedT/Schangesdonotsignificantlyincreasetheprobabilityorconsequencesofapreviouslyanalyzedaccidentorconstituteasignificantreductioninthemarginofsafety.Criterion2TheproposedT/Schangeswillnotresultinphysicalchangestotheplant.Therefore,webelievethattheproposedT/Schangeswillnotcreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyevaluated.Also,operationofthereactorwithpossibledeeperrodinsertionwillnotcreatethepossibilityofanewordifferentkindofaccident.Lastly,wenotethattheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamples(48FR14870)ofamendmentsconsiderednotlikelytoinvolvesignificanthazardsconsideration.Thesixthoftheseexamplesreferstochangeswhichmayresultinsomeincreaseintheprobabilityofoccurrenceorintheconsequencesofapreviouslyanalyzedaccident,buttheresultsofwhicharewithinlimitsestablishedasacceptable.Therefore,webelievetheexamplecitedisapplicableandthattheproposedT/Schangesdonotinvolveasignificanthazardsconsiderationasdefinedin10CFR50.92.
