ATTACHMENT1TOAEP'NRC'1243Page2CriteronTheproposedchangesdonotinvolvephysicalchangestotheplantorchangesinplantoperatingconfiguration.Theproposedchangesupdateguidancefordieselgeneratortesting.Thus,itisconcludedthattheproposedchangesdonotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Criteion3Theproposedchangesupdateguidanceforthetestingofdieselgenerators.TheguidanceisendorsedbytheNRCinRegulatoryGuide1.9,andcompliancewiththisguidancewillensuretheoperabilityofthedieselgenerators.Thus,thereisnosignificantreductioninthemarginofsafety.
