  • F The term "if ordered before transcription," means that the requirement for a floppy disk record of the proceeding will be identified in the work order. To the second part of your ques-tion, the Comission will always order the typed original of the transcript. Floppy disks are copy sales.

4. What organization or organizations within NRC require floppy disks? 'L The estimated requirements are primarily for Comission meetings and hearings before the Atomic Safety and Licensing Board Panel. 5. Does NRC intend to make mag tapes from the floppy disks? If not, what is their intended use? The answer is yes. 6. Are the 17,500 pages for floppy disks original pages or copy sales? i As indicated in our answer to Question No. 3, the estimated 17,500 pages for floppy disk records of proceedings shown on pages 20 and 21 of the IFB are " Copy Sales." l l I. l l i 4

Floppy disks furnished under the contract must be com-plately compatible with and capable of being successfully read and processed on this equipment. l 10. Is it acceptable to use monitored direct recording and the typed reproduction thereof for Licensing Board and Appeal Board hearings? The answer is yes. Under Article VI on page 35, 20 days is too long for acceptance. The current contract provision of eight days should be continued. Article VI. Inspection and Acceptance, states preliminary inspection and acceptance will be made by the Connission's receiving party but final inspection and acceptance shall be made by the Contracting Officer or his authorized representative. j Experience has shown that 8 days is inadequate for this purpose. Twenty days is required by the Government for final inspection and acceptance. .l l 13. Payment is tied to acceptance, that is, only i accepted work can be invoiced. That means the contractor must carry a 20-day backlog of work with payment occurring no sooner than 30 days after billing occurs. No small business can afford this cost of doing business. The present j contract provision providing for payment upon
