The change to the EPP was assessed under the requirements of 10 CFR 50.54(q) and was determined not to result in a reduction in the effectiveness of the EPP. The change continues to meet the applicable planning standards established in 10 CFR 50.47(b) and 10 CFR 50, Appendix E.
As required by 10 CFR 50.54(q)(5), this notification is being submitted within 30 days of implementation of the EPP change and the attachment to this submittal includes a summary analysis of the change.
This submittal also satisfies the reporting requirements associated with 10 CFR 72.44(f), which stipulates that within six months after any change is made to the EPP, the licensee shall submit a report containing a description of the changes to the Director, Division of Spent Fuel Management, Office of Nuclear Material Safety and Safeguards.

Description of How the Change Still Complies with Regulations
As part of the implementation of the NRC approved license amendment and associated safety evaluation report relative to the Beaver Valley Emergency Response Organization (BEAVER VALLEY POWER STATION, UNIT NOS. 1 AND 2 - ISSUANCE OF AMENDMENT NOS. 315 AND 205 REGARDING CHANGES TO THE EMERGENCY PREPAREDNESS PLAN (EPID L-2020-LLA-0127)), common Implementing Procedures were developed for use between the three Energy Harbor nuclear sites. Beaver Valley Emergency Plan Implementing Procedures (EPIPs) were eliminated and replaced with common Fleet Nuclear Operating Procedures (the new Implementing Procedures). To ensure no reduction in effectiveness of the Emergency Plan Emergency Plan, requirements within the new Implementing Procedures, as well as any requirements moved to other station documents, continue to be evaluated under 10 CFR 50.54(q) when changes are made.
Section-1 changes are administrative, supporting implementation of the common Fleet Nuclear Operating Procedures (the new Implementing Procedures). Renaming the existing ERO notification system and eliminating the EPIP designation for Implementing Procedures has no effect on compliance with regulations.
Section-4 changes replace Emergency Director with Emergency Coordinator throughout the Emergency Conditions background document. This is a conforming change for the ERO position titles previously approved as part of Amendment Nos. 315 and 205 regarding changes to the Emergency Preparedness Plan.
Section-6 changes update references within the Emergency Plan to reflect the new location of information, based on the conversion of site-specific EPIPs to Energy Harbor common Implementing Procedures. Various BVPS site specific information was moved from EPIPs to other station documents, as identified in the Description of Changes.
Additionally, references to the Health Physics Manual were updated to reference Radiation Protection procedures, based on changes to Radiation Protection procedure designations. These changes are administrative reference changes, with no effect on compliance with regulations associated with Emergency Measures. Updating the title of Communications & Records Coordinator is a conforming change for the ERO position titles previously approved as part of Amendments 315 and 205 regarding changes to the Emergency Preparedness Plan.
Section-7 changes include the description of the designation change for the ERO notification system from BVERS to ERONS, and reference changes from specific EPIPs to various site procedures, as discussed previously for Sections 1 and 6. The updated telephone network for Energy Harbor provides a greater geographic resiliency and the local fail-over redundancy required for the Emergency Operations Facility. Capabilities and redundancy within the updated network model are maintained, and systems remain established for prompt communication among principal emergency response organizations and emergency response personnel, as required by the regulations. Adequate equipment continues to be maintained to support emergency response.
