REVIEW OF A>',END"ENT APPLICATION DATED JANUARY 26, 1981, TO DELETE THE EMERGENCY PLAN
.E.3 C h G r_o_u n_ d The subject application refers to a telephone conversation on January 26,19S1, in t.nich UNC presented reasons for concluding that their current activities do not call for maintenance of emcrgency preparedness as now required by Condition 12 of their license (SNS/77). Based on information (telecon February 20,1931) on the operating s'atus of the plant received frca W. /sinaey, principal inspector of the facility frcm the Region I Office of Inspection and Enforcement, and information froa the meeting held at the site on February 6,1951, UNC's letter of January 26, 1931, correctly sua.wizes the current plant status.
Discussion The important facts are: (1) all of the inventory of special nuclear material at the site except a subcritical quantity is in the form of wastes at low fissile concen-trations, (2) the plant is no longer in the scrap reccvery business, and (3) nearly l
all proc ?ss equipment has been rermoved from the plant. It should also be noted that the activities yet to be conducted are not among those for which an enerancy plan l is required according to 10 CFR Part 70, of 70.22(i).
f l The proposed emendment ,cas discussed with Mr. Kinney on March 9, 1981, and he suggested I that UNC should continue to maintain emergency preparedness for possible contaminated wounds or fires. This suggestion was discussed with Mr. R. Gregg of UNC on March 9, 1931, and he agreed that UNC .zould continue to maintain such preparedness.
