The finding screened as very low safety significance (Green) by answering no to questions in the Mitigating Systems column of IMC 0609, Attachment 4, Table 4a, since the remaining train of AEGTS was operable and did not result in a loss of function for the impacted components, and the inoperable train was not inoperable for longer than allowed by TS. This finding was associated with a cross-cutting aspect in the Decision Making component of the Human Performance cross-cutting area because the licensee did not use conservative assumptions to ensure the proposed action was safe. Specifically, the licensee did not evaluate the impact of performing the internal inspection on the operability of the system and utilized an operator to take action if the system was called upon to perform its design function.
