Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 Proposed Technical Specifications Change-To Clarify Emergency D.G. Load Block Application Timing Criteria (File: 2-1511.2)

Gentlemen:

This letter proposes a change to the Arkansas Nuclear One-Unit 2 (AND-2)

Technical Specification (T.S.). We wish to change section 4.8.1.1.2.c.2.

This change is requested for the reasons discussed below.

(1) In no case will load blocks be applied with worst-case Time Delay Relay settings closer than 1.0 second apart (Maximum response time for diesel-generator governor to re-achieve stability following load application or full-load rejection has consistently been

<1.0 sec., & typically on the order of 0.4 seconds. Voltage regulator response tine for upsets has been consistently demon-strated as being =0.3 seconds).

(2) In no case will component relay settings be unconservative related to total system response time specifications (see T.S. table 3.3-5).

(3) In no case will component relay settings exceed a variance band-width of 20% of the design time delay for that component (which corresponds to the design accuracy of the installed relays, of +10% of setting).

The proposed Tech. Spec. is drafted with the above consideration. Only major load blocks are included; those major components listed are those whose operability are directly specified elsewhere in the Technical Speci fications. Note that the remaining conponents' horsepower ratings from table 8.3-1 of the FSAR, when summed to any adjacent load block do not exceed the 800 H.P. single loading of the S.W. pump, hence, need not be individually specified.
