March 13, 2015 U.S. Nuclear Regulato ry Commission Document Control De sk Washington, DC SUBJECT             TECHI NCAL SPECIFICATION AMENDMENT 19 - USE OF 6% ENRICHED FUEL Licensse No. R-120 Dockeet No. 50-297 Please find enclosed z request to amend the Operating License R-120 and Technical Specifications for the North Carolina Staite University PULSTAR Reactor.
It is requested that th e NCSU PULSTAR Reactor be permitted to use 23SU fuel enriched to both 4% and 6% in various configLirations as detailed in the attached packet material. The PULSTAR Reactor is currently licensed to use 4% fuel but NCSU does not possess any reserve quantity of 4% enriched fuel nor is any currently a vailable. NCSU does possess 6% enriched fuel that was obtained from a similar facility at SUNY Buffal o. This request shows that the 6% enriched fuel can be safely used at the PULSTAR Reactor.
It is projected that th e PULSTAR Reactor has enough fuel on-hand to maintain its current operational schedule for 2 years. After this time frame, operations may have to be reduced or stopped all together.
Therefore, we respect fully request that this amendment be reviewed and approved in a timely manner to prevent any interruiption in reactor operations.
