On May 3,1979, Iowa PIRG, in conjunction with ACORN, a neighborhood organization in Des Moines, petitioned the Solid Waste Disposal Connission of the Iowa Depart-ment of Environmental Quality for a rule-making hearing on a set of proposed rules regarding the transportation of radioactive materials on Iowa highways. Those rules were drafted by James C. Schwab, State Coordinator for Iowa PIRG, who also is currently representing the present Petitioners in this proceeding. On June 13, 1979, the Solid Waste Disposal Commission, as recommended by DEQ staff, granted the petition and established September 20, 1979, as the date of the hearing, at 9:30 a.m., in the Wallace Building in Des Moines, Iowa.

Consequently, Petitioners move that either (1) the Licensing Board defer the Special Prehearing Conference to a later date when there would be no conflict for Iowa PIRG representatives; or (2) the Licensing Board delay the second day of the Special Prehearing Conference, if a second day proves necessary, to Sep-tember 21 in the same location, to allow proper representation of the interests of the Petitioners.

et al. Docket Nos. S50-599 S50-600 (Carroll County Site)

MOTION TO DEFER SPECIAL PREHEARING CONFERENCE OR TO CHANGE SECOND DAY OF THE SAME CONFERENCE On July 30, 1979, the Licensing Board issued an order scheduling the Special Pre-hearing Conference in the captioned proceeding for September 19-20, 1979. While the Iowa Public Interest Research Group, Inc., et al., have no objection with re-gard to the sufficiency of time involved in the notice, the Petitioners do wish to advise the Licensing Board of a conflicting commitment.

In addition, both the U.S. Nuclear Regulatory Commission and the U.S. Department of Transportation, as well as the Iowa Department of Transportation, have been invited to testify.
