The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Donald C. Cook Nuclear Power Plant.
The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Donald C. Cook Nuclear Power Plant.
The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. Randy F. Ebright, Sr., Training Manager, Donald C. Cook Nuclear Power Plant. Note that any examination waivers and application denials have been addressed in separate correspondence.
The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. Randy F. Ebright, Sr., Training Manager, Donald C. Cook Nuclear Power Plant. Note that any examination waivers and application denials have been addressed in separate correspondence.
The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors" during the weeks of June 28 or July 5, 201 0. The NRC staff will administer the operating tests during the weeks of June 21 and 28, 2010. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility.
The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1021, Operator Licensing Examination Standards for Power Reactors during the weeks of June 28 or July 5 , 2010. The NRC staff will administer the operating tests during the weeks of June 21 and 28, 2010. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review I have concluded that the examination meets the guidelines of NUREG-1021 for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at 630-829-9707.
Based on this review I have concluded that the examination meets the guidelines of NUREG-1021 for content, operational, and discrimination validity.

In response to your letter dated September 11, 2009, (AEP-NRC-2009-67), the initial license operator examination requested to be conducted in July 201.6 has been scheduled to start during the week of July 18, 201 6. The other examinations you have requested in August 28, 2008, (Voluntary Response to NRC RIS 2008-16). The on-site validation of the examinations will occur approximately 3 weeks prior to the examination start week. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. . In a telephone conversation on January 11, 2010, between Mr. Charles Zoia, Operations Engineer, and Mr. John T. Conrad, Operations Training Instructor, arrangements were made for the administration of licensing examinations at the Donald C. Cook Nuclear Power Plant during the weeks of June 21 and 28, 201 0. In addition, the NRC will make an examination validation visit to your facility the week of May 31, 201 0. As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.
 
To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by April 5, 2009. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by May 5, 201 0. Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (1 0 CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval.

Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.
As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.
In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above.

Although the total number of candidates remains the same for the 2010 examinations, the number of Senior Reactor Operator (SRO) - Instant candidates has changed from 3 to 2, the number of SRO - Upgrade candidates has changed from 4 to 5, and the number of candidates for the Generic Fundamentals Examination has changed from 11 to 10. This revised information is included on the enclosed NRC Form 536.

Cook Nuclear Plant Units 1 and 2 REVISED DATES FOR 201 0 REACTOR OPERATOR INITIAL LICENSE EXAMINATIONS Indiana Michigan Power Company (EM), the licensee for Donald C.
Cook Nuclear Plant Units 1 and 2, is submitting a request for revised dates for the June 2010 reactor operator initial license examinations. Based upon our class size, class composition, and start date, we are requesting examination dates for the weeks of June 21st and June 28'h of 2010. These revised dates have tentatively been agreed to in a telephone conversation between Mr.
D. R. McNeil, Nuclear Regulatory Commission (NRC), and Mr. I. D. Fleetwood, EM. Upon NRC review and approval of these revised dates, I&M will no longer need the 2010 examination dates discussed in letter AEP-NRC-2008-31, dated August 28, 2008. I&M still intends to administer the reactor operator initial license examinations in 2012 and 2014 as proposed in the August 28, 2008, letter. Although the total number of candidates remains the same for the 2010 examinations, the number of Senior Reactor Operator (SRO) - Instant candidates has changed from 3 to 2, the number of SRO - Upgrade candidates has changed from 4 to 5, and the number of candidates for the Generic Fundamentals Examination has changed from 11 to 10. In response to your letter dated August 28, 2008, (Voluntary Response to NRC RIS 2008 initial license operator examinations were scheduled to start during the weeks em. -- July 23, 2012, and July 21, 2014. On-site validation of the examinations will occur approximately three weeks prior to the examination start week. In the unlikely event that we are unable to support the examinations during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. We understand that your staff will develop the examinations unless we determine the NRC needs to develop an examination. Because each examination has greater than nine candidates anticipated for the examination, each examination has been scheduled for two weeks. Please inform us at your earliest opportunity if you discover you need to change the scheduled examination date or the number of candidates declines below ten candidates as this will impact the examination schedule. A supplementary letter will be sent to the training department approximately 120 days prior to each examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. Dear Mr. Weber:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Donald C. Cook Nuclear Power Plant.

The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. Randy F. Ebright, Sr., Training Manager, Donald C. Cook Nuclear Power Plant. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1021, Operator Licensing Examination Standards for Power Reactors during the weeks of June 28 or July 5 , 2010. The NRC staff will administer the operating tests during the weeks of June 21 and 28, 2010. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review I have concluded that the examination meets the guidelines of NUREG-1021 for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. In response to your letter dated September 11, 2009, (AEP-NRC-2009-67), the initial license operator examination requested to be conducted in July 201.6 has been scheduled to start during the week of July 18, 2016. The other examinations you have requested in

. July 2012, and July 2014 are scheduled to start per your letter dated August 28, 2008, (Voluntary Response to NRC RIS 2008-16). The on-site validation of the examinations will occur approximately 3 weeks prior to the examination start week. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine the NRC needs to develop an examination. Because each of these examinations has greater than nine candidates anticipated for the examinations, the examinations have been scheduled for two weeks. Please inform us at your earliest opportunity if you discover you need to change the scheduled examination date or the number of candidates declines below ten candidates as this will impact the examination schedule.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiners name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program. Dear Mr. Jensen:

In a telephone conversation on January 11, 2010, between Mr. Charles Zoia, Operations Engineer, and Mr. John T. Conrad, Operations Training Instructor, arrangements were made for the administration of licensing examinations at the Donald C. Cook Nuclear Power Plant during the weeks of June 21 and 28, 201 0. In addition, the NRC will make an examination validation visit to your facility the week of May 31, 2010.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by April 5, 2009. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by May 5, 201 0. Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked.

Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

Dear Mr. Rencheck:

In response to your letter dated August 28, 2008, (Voluntary Response to NRC RIS 2008 initial license operator examinations were scheduled to start during the weeks em. --

July 23, 2012, and July 21, 2014. On-site validation of the examinations will occur approximately three weeks prior to the examination start week. In the unlikely event that we are unable to support the examinations during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine the NRC needs to develop an examination. Because each examination has greater than nine candidates anticipated for the examination, each examination has been scheduled for two weeks. Please inform us at your earliest opportunity if you discover you need to change the scheduled examination date or the number of candidates declines below ten candidates as this will impact the examination schedule.

A supplementary letter will be sent to the training department approximately 120 days prior to each examination informing the training manager of the chief examiners name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program.

We have scheduled a Licensed Operator Requalification Training Program Inspection (IP 71 111.I 1) for the week of March 8, 2010. Please inform us at your earliest opportunity if you discover this week is outside of your normally scheduled requalification training programs annual examinations. Cook Nuclear Plant Units 1 and 2 REQUEST FOR INITIAL LICENSE EXAMINATION SUPPORT This letter requests Reactor Operator Initial License Examination support by Nuclear Regulatory Commission (NRC) Region Ill personnel in July 2012 and July 2014 for Donald C. Cook Nuclear Plant (CNP). Enclosed is NRC Form 536, Operator Licensing Examination Data, which contains the details of our request.

Indiana Michigan Power Company, the licensee for CNP, is still planning to administer reactor operator initial license examinations beginning on June 7, 2010. However, the number of candidates for this examination is different than originally submitted in letter AEP:NRC:2574-121, dated December 15, 2005. We have also included the revised numbers on the enclosed NRC Form 536.
