Dear Dr. Kutikkad:
On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your submittals of May 2, 2011, and July 19, 2011, which requested the NRC to approve a change to route 182B for transporting spent nuclear fuel (SNF) from the University of Missouri, Columbia, Missouri, to the U.S. Department of Energy's Savannah River Site, Aiken, South Carolina (new NRC Route No. 182C).
The NRC has reviewed your application and concluded, that the information satisfies the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 73.37. Specific details of Route No. 182C are enclosed (Enclosure 1). Specific details of Route No. 182C combined with additional Safeguards Information (SGI) are also enclosed (Enclosure 2). Enclosure 2 will not be released to the public and you should protect it in accordance with the requirements of 10 CFR 73.21. Approval of Route No. 182C will expire August 31, 2016. The NRC issued Additional Security Measures (ASMs) for the transportation of SNF on October 3, 2002, for NRC licensees, who ship greater than 100 grams of SNF. Licensees are required to comply with the requirements of 10 CFR 73.37 and these ASMs when shipping SNF. Licensees are also required to comply with U.S. Departments of Transportation and Homeland Security regulations on the shipment of hazardous materials.
