Oneoftheresultsoftheprogramwasthestreamlining oftheT/Sbyremovalofrequirements thatwerebetterlocatedelsewhere.
ThechangesallowedthenewT/Stobemoreclearlyfocusedonthoserequirements necessary tosupportthesafetyanalyses, versusrequirements invogueatthetimeofplantlicensing.
Fourgeneralcriterion wereusedtodetermine ifarecpirement fromtheformerStandardT/SwouldremaininthenewStandardT/S.Thesecriterion involve:1~Installed instrumentation thatisusedtodetect,andindicateinthecontrolroom,asignificant abnormaldegradation ofthereactorcoolantpressureboundary.
2~Aprocessvariablethatisaninitialcondition ofadesignbasisaccidentortransient analysisthateither'assumesthefailureoforpresentsachallenge totheintegrity ofafissionproductbarrier.3~Astructure, system,orcomponent thatispartoftheprimarysuccesspathandwhichfunctions oractuatestomitigateadesignbasis'accident ortransient thateitherassumesthefailureoforpresentsachallenge totheintegrity ofafissionproductbarrier.4.Equipment thatprobabilistic riskassessment oroperating experience hasshowntobeimportant topublichealthandsafety.

REASONFORTHECHANGEThechangeachievesconsistency withthenewStandardT/SforWestinghouse Plants,published bytheNRCasNUREG1431onSeptember 28,1992.Thetablecontainscyclicandtransient limitsforthereactorcoolantandsecondary systems.Forexample,thetableliststhenumberofheatupandcooldowncyclesthereactorcoolantsystemmayundergo,aswellasthenumberofhydrostatic pressureteststhereactorcoolantsystemandsecondary systemmayundergo.Althoughlimitsareprovidedinthetable,therearenospecificlimitingconditions foroperation oractionstatements provided.

NUREG1431wastheresultofatechnical specification improvement programundertaken bytheNRCandthenuclearindustry.

Oneoftheresultsoftheprogramwasthestreamlining oftheT/Sbyremovalofrequirements thatwerebetterlocatedelsewhere.

ThechangesallowedthenewT/Stobemoreclearlyfocusedonthoserequirements necessary tosupportthesafetyanalyses, versusrequirements invogueatthetimeofplantlicensing.

Fourgeneralcriterion wereusedtodetermine ifarecpirement fromtheformerStandardT/SwouldremaininthenewStandardT/S.Thesecriterion involve:1~Installed instrumentation thatisusedtodetect,andindicateinthecontrolroom,asignificant abnormaldegradation ofthereactorcoolantpressureboundary.

2~Aprocessvariablethatisaninitialcondition ofadesignbasisaccidentortransient analysisthateither'assumesthefailureoforpresentsachallenge totheintegrity ofafissionproductbarrier.3~Astructure, system,orcomponent thatispartoftheprimarysuccesspathandwhichfunctions oractuatestomitigateadesignbasis'accident ortransient thateitherassumesthefailureoforpresentsachallenge totheintegrity ofafissionproductbarrier.4.Equipment thatprobabilistic riskassessment oroperating experience hasshowntobeimportant topublichealthandsafety.

Attachment 1toAEP:NRC:0980U Page2TheT/Sandtableweareproposing toremovecontainscomponent cyclicandtransient limits.Thetableisessentially arequirement forrecordkeeping regarding thenumberofcyclesortransients thathavebeenexperienced bythereactorcoolantorsecondary systems.Znthissense,therequirements areadministrative innature,andclearlydidnotmeetanyofthecriterialistedabove.Thus,thetablewasnotincludedinthenewStandardT/S.RemovalofthetablefromtheT/Swillstreamline thedocument, andwillhelptoachievetheappropriate focusofthedocument.

3~JUSTIFICATION FORTHECHANGEThechangeisconsistent withthenewStandardT/Sgaspublished inNUREG1431.Znthissense,thechangehasalreadybeenreviewedandfoundacceptable bytheNRC.TherearenoCookNuclearPlantspecificfeaturesthatwouldmakethechangenotapplicable.

Thereisalreadyaplantprocedure thatverifiesthattherequirements oftheT/Stableareimplemented.

Thetablecurrently intheT/Swillberelocated totheUFSAR.Anotewillbeaddedtotheprocedure toensurethatanychangestothecomponent cyclicortransient limitsundergoanunreviewed safetycpxestlon determination pertheretirements of10CFR50.59.Per10CFR50.59,thechangecanonlybemadeifthechangedoesnot:increasetheprobability ofoccurrence orconsequences ofanaccidentormalfunction ofequipment important tosafetypreviously evaluated inthesafetyanalysisreport,2.createthepossibility foranaccidentormalfunction ofadifferent typethananyevaluated previously inthesafetyanalysisreport,or3~reducethemarginofsafetyasdefinedinthebasisforanyT/S.Anychangestotherequirements ofthepresenttablewouldhavetopassthestringent criteriaof10CFR50.59inordertobeimplemented.

Criterion 2Thechangeonlyinvolvesrelocation ofatablecontaining component cyclicandtransient limitsfromtheT/StotheUFSAR.Nospecificphysicalchangestotheplantorchangesinplantoperation willresultdirectlyfromthischange.Anychangeinthelimitscontained inthecurrenttablewillundergoareviewagainsttherequirements of10CFR50.59toensurethatthechangedoesnotcreateanunreviewed safetyquestion.

Thus,thechangewillnotcreatethepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluated.

Criterion 3Theproposedchangeisadministrative innatureinthatitsimplyrelocates atablecontaining component cyclicandtransient limitsfromtheT/StotheUFSAR.Anychangetotherequirements ofthetablewouldhavetobereviewedagainstthecriteriaof10CFR50.59toensurethechangedoesnotcreateanunreviewed safetyquestion.
