However,thesepumpsandtheirassociated pipeswillbeisolatedfromtherestofthefireprotection watersystemtoprecludethepossibility ofinfesting thefireprotection watersystemwithzebramussels.Theautomatic controlsarebeingremovedfromthesepumps,thusnecessitating localmanualactiontoinitiatetheiroperation.

firepumps,pipingnetwork,manualhosestandpipes, automatic operating valves,controlequipment, distribution nozzlesandotherhardware.
However,thewaterfromLakeMichiganisinfestedwithzebramussels,whichwould,ifleftuncontrolled,.
infestthefireprotection watersystempiping.Themethodscurrently available tokillzebramusselsarelaborintensive andcomplicated toimplement.
Consequently, wedecidedtodesignasourceofwaterindependent ofthelakewhilecontinuing toresearchanyothersuccessful developments toresolvethezebramussel problem.Justification forProosedActionStatements Weareproposing that,withlessthantheminimumnumberofpumps,OPERABLE, theactionshowninTable3.7-5betaken.Currently, ourT/Ssallowussevendaystoreturninoperable pumpstoservice.Wearemaintaining, this,seven-day timerestriction ininstances'in whichwehaveaminimumof-twopumpsoperable.
However,ininstances inwhichwehaveonlyone.pumpoperable, weareallowingfourdaystoreturnaninoperable pumptoservice.Sinceweneedat,leasttwo.pumpstoextinguish ourworst"case firehazard,as'described intheFireProtection ProgramManual-(FPPM),wehavedecidedthatourT/Ssshouldrequirethesecondpumptobereturnedtooperablestatusasexpeditiously aspossible.
Ininstances inwhichwehavethreepumps,butnotthecorrectcombination tomeettherequirements specified inthelimitingcondition
-ofoperation (LCO),weareproposing atimelimitof14daystoreturnaninoperable pumptooperable'status.
Sincewealreadyhaveonemorefiresuppression systempumpoperablethanweneedtoextinguish theworstcasefirehazard,thesafetysignificance ofnothavingthecombination ofpumpsspecified intheLCOisrelatively small.Consequently, weareproposing aslightlylessstringent actionstatement inthisinstance.
CurrentSstemDescritionGeneralDesignBasisThefireprotection waterflowmayvaryfrom30to65gpmforasinglesprinkler headinoperation toasmuchas4700gpmforthecombinedflow,including hosestreams,fortheUnit1maintransformer andturbinebuildingwallexposuresystems.Consequently, itisnotpractical totrytomeetthisrangeofwaterflowwithasinglefirepump.Accordingly, thefiresuppression systemshavebeendividedintothosehavinglowwaterdemandandthosewithmuchlargerwaterdemands.Thesesystemshavebeenidentified asthe"lowdemandfiresystem"andthe"highdemandfiresystem."Collectively theyarereferredtoasthe"emergency firesystem."

Consequently, although-they arenotSeismicClassI,thetankswillwithstand anearthquake ofamagnitude thatmaybeexpectedinthiszone.Thereisnorequirement tobuildthissystemasSeismicClassI.AspartofourAugust19,1977submittal thattransmitted responses toNRCquestions onfireprotection atCookNuclearPlant;weprovidedseveralhanddrawnsketches.
Thesesketchesindicated thattheloadspoweredbythe4Kvsource,including theexistingelectricmotor-driven firepumps,areontheemergency dieselgenerators.
However,wedonotintendfor-thenewelectric-motor-driven pumptobeloadedontotheemergency dieselgenerator.
Thenewdesignhasfourdiesel-engine-driven pumpsthat-.arecapableofsupplying fireprotection waterintheeventofalossofoffsite.power.To.addressthe.scenario ofafireandsimultaneous lossofoffsitepower,theproposedT/Ssrequirethattwooutofthethreepumpsthatmustbeoperableforthesystemtobeoperablebediesel-engine-driven.Sinceonlytwopumpsareneededtoextinguish ourworstcasefirehazard,wewillhaveamplefireextinguishing capability evenintheeventofalossofoffsitepower.FireWaterStorageTanksandWaterSupplyThefunctionofthededicated fireprotection watersystemistoprovidea.reliablesupplyofcleanwatertotheplant'sfiresuppression systems.Thiswillbeaccomplished bydedicated firewaterstoragetanks,firepumps,andapipingnetwork,Thiswatersupplysystemwilltieintotheexistingunderground ringheader.Twofirewaterstoragetankswillbeerected,eachlargeenoughtoextinguish thelargestexpecteddesignbasisfireatCookNuclearPlant.Suctionwillbetakenoffofonlyonetankatatime.Thethreepumpsbeinginstalled totakesuctionfromthesetanksarecommontobothtanks.Motor-operated butterfly valveswillworkincon]unction withwaterlevelgaugestokeepthewaterlevelbetween612,400gallonsand621,000gallons.Thisshouldensurecompliance withtheproposedT/Ssrequirement ofa..minimum.

Thethirdpumpmaybeanyoftheremaining pumpsinthesystem.Thesystemisdesignedsuchthatoneofthree2500gpmpumpswillstartimmediately uponasignalthatthelinepressureislessthan130psi.Ifthelinepressurecannotbemaintained above130psi,asecondpumpwillstart.Thisisconsistent withNFPA20andisanenhancement overouroldsystemdue'odesignsimplification.
Twoofthe2500gpmfirepumpscansupplyenoughwaterforthelargestsinglefirehazard.Thethirdpumpisaredundant backup,whichallowsustoisolateoneofthepumpsatanygiventimeatitselectrical powersource.Tomaintainthecapability ofobtaining waterfromLakeMichigan, twooftheexisting2000gpmdiesel-engine-driven lakepumpsarebeingmaintained.
