T/S3/4.5.1isapplicable inModes1and2,andMode3withpressurizer pressureabove1,000psig.ThepresentActionStatements aandb,however,requiretheunittoeventually beplacedinMode4withtheLimitingConditions forOperation (LCOs)notmet.Theproposedactionstatements correctthisinconsistency byhavingtheterminalpointoftheshutdownbeMode3withpressurizer pressurebelow1,000psig.Thenewactionstatements retaintheonehourtimelimitforrestoration ofanaccumulator tooperablestatusformostinoperability conditions.

However,thenewactionstatements allowslightlymoretimeuntiltheunitmustbeshutdownduetoaninoperable accumulator.

Onehourwouldbepermitted toopenthevalve,ortheunitmustbeplacedinMode3withinthenext6hoursandpressurizer pressurereducedbelow1,000psigwithinthefollowing 6hours.Althoughlessconservative, thischangeallowsashutdowntoproceedinamoreorderlyfashionandinthissensemayrepresent anenhancement tosafety.Thenewactionstatements areconsistent withNUREG1431,andassuchhavebeenacceptedbytheNRC.AsstatedinNUREG1431,"...theallowedCompletion Timesarereasonable, basedonoperating experience, toreachtherequiredplantconditions fromfullpowerconditions inanorderlymannerandwithoutchallenging plantsystems."

Thecreationofanewactionstatement foraccumulator boronconcentration beingoutsidetheT/Slimitchangestheallowable outagetimeforthiscondition fromonehourto72hours.AsstatedinNUREG1431,boronintheaccumulators contributes totheassumption thatthecombinedECCSwaterinthepartially recovered coreduringtheearlyreflooding phaseofalargebreakLOCAissufficient tokeepthatportionofthecoresubcritical.

Oneaccumulator belowtheminimumboronconcentration limit,however,willhavenoeffectonavailable ECCSwaterandaninsignificant effectoncoresubcriticality duringreflood.BoilingofECCSwaterinthecoreduringrefloodconcentrates boroninthesaturated liquidthatremainsinthecore.Inaddition, currentanalysistechniques demonstrate thattheaccumulators donotdischarge following alargemainsteamlinebreakforthemajorityofplants.Eveniftheydodischarge,

.theirimpactisminorandnotadesignlimitingevent.Thus,the72hoursisallowedtoreturntheboronconcentration towithinlimits."TheminimumT/Slimitonboronconcentration isusedinthepostLOCAboronconcentration calculation.

Thecalculation isperformed toassurereactorsubcriticality ina-postLOCAenvironment.

Ofparticular interestisthelargebreakLOCA,sincenocreditistakenforcontrolrodassemblyinsertion.

Areduction intheaccumulator minimumboronconcentration wouldproduceasubsequent reduction intheavailable containment sumpconcentration forpostLOCAshutdownandanincreaseinthemaximumsumppH.Themaximumboronconcentration's

Thisredundancy wascorrected inNUREG1431byelimination oftherequirement toverifyautomatic openingoftheaccumulator isolation valves.2.T/S4.5.1.bAspresently written,T/S4.5.1.brequiresverification ofaccumulator boronconcentration every31days,andwi.thin6hoursaftereachsolutionvolumeincreaseofgreaterthanorequalto1Xofthetankvolume.Thefirstchangeweareproposing tothissurveillance requirement istoexplicitly statethattheboronconcentration verification following asolutionadditionisonlyrequiredfortheaffectedaccumulator.

AlthoughthisisimplicitinthepresentT/S,the,changeaddsclaritytotheT/Sbyremovingvagueness fromtheT/Sandmakesthewordingmoreconsistent withtheNUREG1431T/Ss.Thesecondchangeistoexcludevolumeadditions fromtheRWSTfromthosevolumeadditions requiring verification ofaccumulator boronconcentration, providedtheRWSThasnotbeendilutedsinceverifying thattheRWSTboronconcentration isequaltoorgreaterthantheaccumulator boronconcentration limit.T/Ss Attachment 1toAEP:NRC:1186 Page53/4.1.2.8 (BoratedWaterSources-Operations) and3/4.5.5(Refueling WaterStorageTank)requireanidentical boronconcentration fortheRWSTasfortheaccumulators duringoperation.

Criterion 3Thelimitingconditions foroperation involving theaccumulator arenotalteredbythisproposedchange.Thesurveillance requirements arelessenedsomewhatbytheproposedchanges.Therequirement totesttheautomatic actuation oftheaccumulator isolation valveswasredundant toexistingsurveillance requirements thatrequiredthevalvestobeverifiedopenandwithpowerremoved.Therequirement totesttheaccumulator boronconcentration following a1Xorgreatersolutionvolumeincreasewasmodifiedtoexcludevolumeadditions fromtheRWST,since,perT/Ss,theRWSTboronconcentration requirements duringoperation areidentical tothosefortheaccumulator.

Alltheproposedchangesareconsistent withNUREG1431,and,assuch,havealreadybeenfoundacceptable bytheNRC.Therefore, itisconcluded thattheproposedchangesdonotinvolveareduction inamarginofsafety.Lastly,wenotethattheNRChasprovidedguidanceconcerning thedetermination ofsignificant hazardsconsideration byproviding certainexamples-(48FR14870)ofamendments considered notlikelytoinvolvesignificant hazardsconsideration.

Thesixthoftheseexamplesreferstochangesthatmayresultinsomeincreasetotheprobability orconsequences ofapreviously evaluated
