Thecreationofanewactionstatement foraccumulator boronconcentration beingoutsidetheT/Slimitchangestheallowable outagetimeforthiscondition fromonehourto72hours.AsstatedinNUREG1431,boronintheaccumulators contributes totheassumption thatthecombinedECCSwaterinthepartially recovered coreduringtheearlyreflooding phaseofalargebreakLOCAissufficient tokeepthatportionofthecoresubcritical.
Oneaccumulator belowtheminimumboronconcentration limit,however,willhavenoeffectonavailable ECCSwaterandaninsignificant effectoncoresubcriticality duringreflood.BoilingofECCSwaterinthecoreduringrefloodconcentrates boroninthesaturated liquidthatremainsinthecore.Inaddition, currentanalysistechniques demonstrate thattheaccumulators donotdischarge following alargemainsteamlinebreakforthemajorityofplants.Eveniftheydodischarge,
