St..LucieUnit2DocketNo.50-389L-96-081,Attachment2Page4of5c)Thesechangesareexpectedtoresultinincreasedattentiononcomponentswithpoorleakagetesthistoryaspartofthe'performance-basednatureofOptionB,suchthatthemarginallyincreasedconsequencesfromtheexpandedtestingintervalsmaybefurtherreducedornegated.Therefore,thesechangesdonotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.Operationofthefacilityinaccordancewiththeproposedamendmentswouldnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Theuseofthemodifiedspecificationscannotcreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyevaluatedsincetheproposedamendmentswillnotchangethephysicalplantorthemodesofplantoperationdefinedinthefacilityoperatinglicense.Nonewfailuremodeisintroducedduetotheimplementationofaperformance-basedprogramforcontainmentleakageratetesting,sincetheproposedchangesdonotinvolvetheadditionormodificationofequipment,nordotheyalterthedesignoroperationofaffectedplantsystems,structures,orcomponents.Operationofthefacilityinaccordancewiththeproposedamendmentswouldnotinvolveasignificantreductioninamarginofsafety.Theoperatinglimitsandfunctionalcapabilitiesoftheaffectedsystems,structures,andcomponentsarebasicallyunchangedbytheproposedamendments.Theincreaseinintervalsbetweenleak-testsurveillanceswillnotsignificantlyreducethemarginofsafetyasshownbyfindingsinNUREG1493,"Performance-BasedContainmentLeak-TestProgram",whichwasbasedonimplementationoftheperformance-basedtestingofOptionB.Thereforethesechangesdonotinvolveasignificantreductioninthemarginofsafety.
