Dear Mr. Denton:

This letter documents the discussions held with members of your Staff concerning our request for a license amendment granting relief from the requirements of Technical Specification No. 3.0.3.

As part of the investi gation conducted to satisfy the requirements of

.Generic Letter 81-14 entitled "Seismic.gualificatioa of Auxiliary Feedwater Systems", the installation of certain safety-related cabinets arid motor control centers was found to be inadequate to prevent this safety-rela.ed equipment from overturning during the Design Basis Earthquake (DBE) event.

Overturning of th'is equipment might conceivably result in damage whi ch may prevent safety-related equipment from functioning.

To ensure that the equipment in question will withstand the overturning moment due to the OBE we are installing temporary bracing with an approximate factor of safety of two (2). Our intended bracing installation will use wood columns and/or steel pipes. Should we decide to employ the wood bracing, a sufficient fire watch will be instituted at the Cook Plant.

Me have designed,and are expeditiously proceeding to implement, a permanent modification. lie believe that the permanent modifi cation wi be ll

-completed orior to August 21, 1981 at 6 pm.

Me have agreed with your Staff to d'ecrease reactor power until such

- time at which we either complete the temporary bracing of one train of equipment or until we reach 60~ reactor power, whichever occurs first. Should we reach 60K reactor power first, we will hold at that power level until 8109290475 810924 PDR ADQCK 05000315 P PDR

Hr. Harold R. Denton August 14, 1981 one train of equipment has been temporarily braced, but in no case f'0r more than eight hours without further approval frooi your Staff. Your Staff has further agreed to allow the Units to return to full reactor power as soon as one train of equipment has been braced in each Unit.

In addition, we have agreed to brace the second train not later than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> from the completion of the temporary bracing of the first train of equipment.

American Electric Power Service Corporation i nterprets 10 CFR 170 .22 as requiring that a Class III duplicate fee accompanies this request. In consequence, a $ 4,400 check will be transmitted to you shortly.
