On September 1, 1994, the Nuclear Regulatory Commission requested public c+ipment-on Program for NRC Recognition of Good Performance by Nuclear Power gaiits. ches(.

the'ilot comments are submitted on behalf of Florida Power and Light Company (FP@,.a QMns'ed operator of two nuclear power plant units in Dade County, Florida and two units!in S@Lu Florida. i'ounty, The Nuclear Energy Institute (NEI) is offering comments on this program. FPL endorses NEI comments and recommendations.

The NRC is responsible for assuring public health and safety by the development of sound regulation and licensee compliance to these regulations. The NRC's good performance program is not based on compliance with the regulations and includes elements of subjective judgement by NRC management. The impact that this program can have on the financial standing and public image of licensees is inappropriate. FPL believes that this program should be discontinued.

Our industry faces the challenge of improving economic performance while sustaining and further enhancing high standards of safety and reliability. Economic influences from our public utility commissions, Wall Street, and deregulation provide incentives for excellent safety and performance standards.

FPL appreciates the opportunity to submit these comments.
