Entergy OperationsInc.Intentto SubmitaLicense AmendmentRequestto Implement TornadoMissileRisk Evaluator and RequestforPilotPlant StatusGrandGulf NuclearStation,Unit1DocketNo.50-416LicenseNo.NPF-29Thisletteristoinformthe Nuclear Regulatory Commission(NRC)ofEntergy Operations Inc.(Entergy)intenttohavetheGrand Gulf NuclearStation(GGNS)Unit1 becomeapilotplantfortheuseofa risk-informed methodologyknownasthe TornadoMissileRisk Evaluator (TMRE).TMREwillbeusedto demonstrate tornado missile protection compliance.Aspartofthepilotprogram,Entergywillsubmitalicense amendmentrequestforapprovaltouseTMREatGGNSUnits1.The Nuclear Energy Institute(NEI)andthe industryhavebeen developinganew methodologytoevaluatetherisk associated with tornadomissileson identified unprotected components.TMREisanew methodologyasdefinedin10CFR50.59,requiringNRCpriorreviewandapprovalona plant-specific basis.Licenseeswouldbeabletosubmitalicense amendmentrequesttouseTMREandtobringthese unprotected components into tornado missile protection complianceifNRC approves the submitted request.ThepurposeofTMREisto presenttheNRCwitha RegulatoryGuide(RG)1.174 risk-informedoptionfor evaluatingtheriskposedby tornadomissilesatanysiteand determine whetheradditionalphysical protection is warranted.TheneedforTMRE originatedwithNRC's issuance of Regulatory Issue Summary(RIS)2015-06,which informed licenseesofseveral instances ofplantsthatwereidentifiedasnotbeingin conformancewiththeir tornadomissilelicensingbasis.

This risk-informed methodologymaybeaplatformforresolvinglowrisk complianceissuesand improve risk-informed regulations.
