MEETING WITH DOT REGARDING PACKAGE CONTAMINATION REGULATIONS Enclosed is a recent request by Region III for guidance concerning weeping spent fuel casks.

Previous to this request, numerous questions have arisen regarding l

difficulties in the application of the regulations for removable surface contami-nation'on packages and the related survey requirements. These questions, which already were arising prior to the recent regulatory revisions, are even more prominent now as.the Region III letter illustrates.

Answers to these questions are quite important particularly in view of the recently increased number of spent fuel '

shipments in Regions I and III.

In the interest of arriving at satisfactory interpretations, as well as moving toward possible corrective rule-making by DOT, Al Grella of my staff has arranged to meet with the appropriate DOT Headquarters staff on Tuesday, December 13, at DOT Headquarters to discuss these matters.

We feel that it would be u.seful for representatives from Regions I, III, RES, and NMSS to participate in this meeting.

In that regard Al has infonnally contacted Bob Greger, Region III, Jerry Roth and Percy Clemons, Region I, Chuck MacDonald, NMSS, and Don Hopkins, RES.
