SOUTH TEXAS PROJECT, UNITS 1 AND 2 - CORRECTIONS TO AMENDMENTS 188 AND 175 TO RELOCATE SURVEILLANCE TEST INTERVALS TO LICENSEE-CONTROLLED SURVEILLANCE FREQUENCY CONTROL PROGRAM (RISK-INFORMED INITIATIVE 5-b) (TAC NOS. MD7058 AND MD7059)
Dear Mr. Halpin:
On October 31, 2008, the Nuclear Regulatory Commission (NRC) staff issued Amendment No. 188 to Facility Operating License No. NPF-76 and Amendment No. 175 to Facility Operating License No. NPF-80 for South Texas Project (STP), Units 1 and 2, respectively.
The amendments revised the Technical Specifications (TS) by relocating the surveillance frequencies of most of the surveillance tests from the TS to a licensee-controlled surveillance frequency control program.
The distribution of the amendments was performed by the newly developed electronic distribution (Listserv) process which is accomplished by scanning the document in the Agencywide Documents Access and Management System (ADAMS) and emailing it to recipients of the STP Listserv distribution (plant mailing list). An error was introduced in the TS pages during the document scanning process. The error consisted of deletion of some of the revision bars in the TS pages.
The NRC staff has corrected the scanning process and revised the Amendment Nos.188 and 175 document to show the revision bars on the TS pages. The corrected amendment document has been replaced in ADAMS under the original ADAMS Accession No. ML082830172.
The corrections do not change the NRC staffs conclusions in the NRC letter dated October 31, 2008, approving the requested amendments. Please replace the amendment document emailed to you on October 31,2008, with the enclosed revised amendment document.
