We are reviewing your 9/15/06 relief request to extend the third 10-year ISI interval. The reliefrequest is based on the proposed alternative to the ASME requirements providing an acceptable level of quality and safety. RG 1.174 includes quantitative guidelines that can be used to determine if the change in risk arising from the requested action is sufficiently small to support a determination that the requested action provides an acceptable level of quality and safety. Our reviewer, Steve Dinsmore, has provided the following 2 draft RAI questions:   (1) Please provide an estimate of the increase in core damage frequency (CDF) and largeearly release frequency (LERF) associated with extending the reactor vessel weld inspection interval from ten years to ten years plus two operating cycles.(2) Please describe the process used to develop the above estimates, including the processrelied upon to provide confidence that the risk/reliability models correspond with the as built, as-operated plant.Please call me to arrange a conference call to discuss these 2 questions.
