Dear Mr. Muhich,

I acknowledge the receipt of your e-mail, dated September 15, 2020 (below), concerning reactor pressure vessel (RPV) embrittlement at Palisades, further to NRC staffs public notice on September 15, 2020, regarding a pre-submittal teleconference with Entergy on September 21, 2020, to discuss a proposed emergent alternative for repair of RPV head penetrations. The public teleconference on September 21, 2020, is on the topic of RPV head penetrations, and is not related to the subject of RPV embrittlement, and therefore this subject will not be discussed.

The NRC notes, that the NRC staff has addressed the matter of RPV embrittlement in previous public interactions and correspondence, and two of the reference documents are provided below:

On November 23, 2015, the NRC approved a license amendment request to implement 10 CFR 50.61a, Alternate Fracture Toughness Requirements For Protection Against Pressurized Thermal Shock Events (ADAMS Accession No. ML15209A791).

NRC Response to Mr. Michael Keegan, dated May 18, 2015 (ADAMS Accession ML15138A351).

As we have communicated regularly and publicly before, Palisades continues to operate safely as it does demonstrate compliance with NRC regulations.

[External_Sender] 05000255 Hello, Booma, Venkataraman, As the pressure vessel at Palisades NP has for decades been regarded as the most precarious of pressure vessels in the

entire world, and, As the the Nuclear Regulatory Commission has rejected its own Licensing and Safety Board recommendations that the Palisades NP Pressure vessel be analyzed for embrittlement due to neutron bombardment, and That a "through vessel event" at Palisades NP, in Covert MI could contaminate all of Lake Michigan, and the drinking water of tens millions of US citizens, We therefore request that the NRC post a pro active solicitation for public commentary regarding the diminution of NRC safety protocols, especially pertaining to pressure head integrity.

We assert that the NRC's Public Notice regarding the pressure head integrity at Palisades NP does not fulfill its obligations of safety to the general public.
