Dear Mr. Erickson and Mr. Miksa,
By letter dated November 26, 2018, Entergy Nuclear Operations, Inc. (ENO) requested an alternative to the ASME Code Section XI requirements for the repair of reactor pressure vessel head penetrations (Relief Request Number RR 5-7) for the Palisades Nuclear Plant.
The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing your submittal and has identified an area where additional information is needed to complete its review. Attached, please find a draft request for additional information (RAI).
The draft RAI is being sent to ensure that the request is understandable. This email and the attachment do not convey or represent an NRC staff position regarding the ENO's request.
Please let me know if ENO needs a call to clarify the NRC staffs request.

(ENO) requested an alternative to the ASME Code Section XI requirements for the repair of the reactor pressure vessel head penetrations (Relief Request Number RR 5-7) for the Palisades Nuclear Plant (Agencywide Documents Access and Management System Accession No. ML18330A131).
- 1. Please provide justification or an evaluation that demonstrates that primary water stress corrosion cracking would not cause the J-groove welds to degrade and become loose parts.
- 2. Please discuss whether the calculation of the available years of service for half-nozzle repairs in reactor pressure vessel closure head is based on available reinforcement area due to crack growth into the reactor pressure vessel head. Provide a detailed summary of this portion of the calculation, or alternatively, provide the calculation.
