("Plains" ), submits these comments on the issuance of the limited operating license on the Palo Verde Nuclear Generating Station, Unit 3 ("Palo Verde 3") as noticed in the Federal Register at 52 Fed.

Plains understands that the operating license issued is limited to operation at five percent of full power and that Palo Verde 3
