| | | RE: St.Lucie Unit 2 Docket No.50-389 Proposed License Amendment Reactor Coolant S stem In accordance with 10CFR50.30, Florida Power&Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License NPF-16.This amendment is submitted to modify-the.surveillance requirements of the Pressurizer associated with the Reactor Coolant System.The existing design for the control of pressurizer heater circuit breakers, automatically sheds the heaters from the emergency power buses on loss of offsite.power (LOOP)or on LOOP coincident with safety injection actuation signal (SIAS).The heater banks Bl and B4 can be, reconnected to the emergency power sources (diesel generator), manually from the control room only if SEAS is not present.Presently, the technical specifications (T.S.4'.3.3.b)requires the pressurizer heaters to be manually connected to the safety buses from inside the control room under an Engineered Safety Features Actuation Signal (ESFAS)concurrent with a LOOP.This scenario is however not in accordance with the FSAR commitments (FSAR Section 1.9A.II.E.3.1) and the requirements of NUREG 0737 Section~II.B.3.1 Emergency Power Supply for Presurizer Heaters.NUREG 0737 requires that the pressurizer heaters be manually connected to the emergency power source and the SIAS be reset to permit operation of the heaters.Consequently, by this amendment we propose that paragraph 4.4.3.3.b be revised to reflect to above requirement. |

RE: St.Lucie Unit 2 Docket No.50-389 Proposed License Amendment Reactor Coolant S stem In accordance with 10CFR50.30, Florida Power&Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License NPF-16.This amendment is submitted to modify-the.surveillance requirements of the Pressurizer associated with the Reactor Coolant System.The existing design for the control of pressurizer heater circuit breakers, automatically sheds the heaters from the emergency power buses on loss of offsite.power (LOOP)or on LOOP coincident with safety injection actuation signal (SIAS).The heater banks Bl and B4 can be, reconnected to the emergency power sources (diesel generator), manually from the control room only if SEAS is not present.Presently, the technical specifications (T.S.4'.3.3.b)requires the pressurizer heaters to be manually connected to the safety buses from inside the control room under an Engineered Safety Features Actuation Signal (ESFAS)concurrent with a LOOP.This scenario is however not in accordance with the FSAR commitments (FSAR Section 1.9A.II.E.3.1) and the requirements of NUREG 0737 Section~II.B.3.1 Emergency Power Supply for Presurizer Heaters.NUREG 0737 requires that the pressurizer heaters be manually connected to the emergency power source and the SIAS be reset to permit operation of the heaters.Consequently, by this amendment we propose that paragraph 4.4.3.3.b be revised to reflect to above requirement.

The proposed amendment has been reviewed by the St.Lucie Facility Review Group and the Florida Power 6 Light Company Nuclear Review Board.In order to facilitate plant operation, it is requested that your decision on this Technical Specification change be made prior to achieving hot operation.
