Thesecondoptionrequiresthattheoilbeagitatedbybubblingnitrogengasintothetankwhileaminimumoffivetankvolumesofoiliscirculated throughafive-micron filter.Threesuccessive samplesoffuelarethencollected andanalyzedaccording toASTMD2276-83.

Thisprocess,including thethreesuccessive samplesconstitutes oneiteration cycle.Ouroriginalproposalwastorepeatthecycleuntilallthreesamplesindicated acontaminant levellessthantenmgperliter.Therecirculation andsamplingisrepeateduntilallthreesamplesindicateacontaminant levellessthantenmgperliter.DescritionofRevisionDuringdiscussion withmembersoftheNRCstaff,wewereinformedthattheywereunwilling toapproveourtankcleaningrequirements intheircurrentformbutwouldbereceptive toaslightlymodifiedproposal.

Specifically, theNRCstaffrequested thatwemodifyourproposedT/Sstorequireconducting thetankcleaningusingthedrain-and-clean methodifunacceptable resultsareobtainedonthreesuccessive iterations usingtheagitation-filtration method.VehavemodifiedtheproposedT/Spagesaccordingly andincludedtheminAttachment 2.Also,asrequested bytheNRCstaff,wehavemodifiedthethirdparagraph onBasespageB3/48-2toclarifythatitappliesonlytothesamplestakentomeetsurveillance requirement 4.8.1.1.2.d, nottothesamplestakenduringtankcleaningtomeetsurveillance requirement 4.8.1.1.2.f.l.

AnalsisofSinificantHazardsTheproposedT/Schangessubmitted inthisletteraremorerestrictive thantheproposedchangessubmitted inAEP:NRC:0896H.

Thesignificant hazardsanalysissubmitted inAEP:NRC:0896H remainsapplicable tothechangessubmitted inthisletter.Theseproposedchangeswilltherefore notsignificantly increasetheprobability orconsequences ofanaccidentpreviously evaluated, createthepossibility ofanewordifferent accidentfromanyaccidentpreviously evaluated, orsignificantly decreaseamarginofsafetyandconsequently donotconstitute anunreviewed safetyquestionasdefinedin10CFR50.92.
