Letter,AEP:NRC:1146, E.E.Fitzpatrick toT.E.Murley,July26,1991,anditsattachments, "Licensing ReportforStorageDensification ofD.C.CookSpentFuelPool,"HoltecInternational OurletterAEP:NRC:1146, datedJuly26,1991,requested technical specification changesassociated withreracking theCookNuclearPlantspentfuelstoragepool.Thepurposeofthisletteristosupplement thatrequestsuchthatalicensing condition willbeputinplaceforthedurationoftheinstallation phaseofthespentfuelpoolreracking project.Attachment 1istheexistingTechnical Specification pagesmarkedtoreflectproposedchangesandAttachment 2istheproposedrevisedTechnical Specification pages.Specifically, werequestthattheprovisions ofTechnical Specification 3/4.9.7be"non-applicable forloadsbeingmovedoverthespentfuelpoolforthedurationofthespentfuelpoolreracking project.Further,controlofloadsmovingoverthespentfuelpoolduringthespentfuelpoolreracking projectshallcomplywiththecriteriaofNUREG-0612, "ControlofHeavyLoadsatNuclearPowerPlants."Lastly,administrative controlsshallbeinplacetopreventanyloadsnotriggedincompliance withthecriteriaofNUREG-0612 frompassingoverthespentfuelpoolwiththecraneinterlocks requiredbyTechnical Specification 3/4.9.7disengaged.

Asdiscussed inthereferenced submittal, wehavecommitted tomovingrerack-related loadsinaccordance withNUREG-0612 andtomovenoheavyloadsoverfuelassemblies.

Noloadswillbemovedoverthespentfuelpoolwhentheriggingisnotincompliance withNUREG-0612.

Forthesereasons,thisrequestdoesnotaffect9210300ii0 5'21026PDR,,ADOCK 05000315('PDR 0~/*r~<<~br Dr.T.E.Murley-2-AEP:NRC:1146D theconclusions ofthesignificant hazardsdetermination inouroriginalsubmittal, AEP:NRC:1146, datedJuly26,1991,regarding thespentfuelpoolreracking.

Additionally, thechangewillnotresultin(1)asignificant changeinthetypesofeffluents orasignificant increaseintheamountsofanyeffluentthatmaybereleased, or(2)asignificant increaseinindividual orcumulative occupational radiation exposure.

TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommittee andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee atitsnextregularly scheduled meeting.Incompliance withtherequirements of10CFR50.91(b)(l),

copiesofthisletteranditsattachments havebeentransmitted toMr.J.R.PadgettoftheMichiganPublicServiceCommission andtotheMichiganDepartment ofPublicHealth.Itisanticipated thatphysicalrackmovementassociated withthererackinstallation phasewillcommenceinJanuary1993andendinJuly1993.Thisletterissubmitted pursuantto10CFR50.54(f)and,assuch,anoathstatement isenclosed.
