+12stepsuncertainty) maybeaccommodated iftheAllowable PowerLevel(APL)asdefinedinT/S3.2.6isatleast106$andthemargininF><isatleast4%.Lowerlevelsofmisalignment areallowedforlowerAPLvalues.Theminimummisalignment of12stepsisallowedwithoutadditional margininAPLandF><.ThisanalysisisprovidedinAttachment 4.10CFR5092SinificantHazardsConsideration AnalsisPer10CFR50.92,aproposedamendment toanoperating licensewillnotinvolveasignificant hazardsconsideration iftheproposedamendment satisfies thefollowing threecriteria:

At100%RTP,increased misalignment isallowedonlyifthereisadequatemargininthepeakingfactors.Therefore, initialconditions remainunchanged fromthatassumedinthesafetyanalyses.
Asfarast'edroppedrodandrodejectionaccidents areconcerned, theanalyseswereperformed withconservative assumptions toenvelopetheincreased misalignment.
Itshouldbenotedthatthepowerdependent insertion limitforUnit1willbechangedinaconservative manneratthebeginning ofcycle14.Basedonthese Attachment 1toAEP:NRC:1182 Page3analyses, itisconcluded thattheproposedT/Schangesdonotsignificantly increasetheprobability orconsequences ofapreviously analyzedaccidentorconstitute asignificant reduction inthemarginofsafety.Criterion 2TheproposedT/Schangeswillnotresultinphysicalchangestotheplant.Therefore, webelievethattheproposedT/Schangeswillnotcreatethepossibility ofanewordifferent kindofaccidentfromanypreviously evaluated.
Also,operation ofthereactorwithpossibledeeperrodinsertion willnotcreatethepossibility ofanewordifferent kindofaccident.
Lastly,wenotethattheCommission hasprovidedguidanceconcerning thedetermination ofsignificant hazardsbyproviding certainexamples(48FR14870)ofamendments considered notlikelytoinvolvesignificant hazardsconsideration.
Thesixthoftheseexamplesreferstochangeswhichmayresultinsomeincreaseintheprobability ofoccurrence orintheconsequences ofapreviously analyzedaccident, buttheresultsofwhicharewithinlimitsestablished asacceptable.
Therefore, webelievetheexamplecitedisapplicable andthattheproposedT/Schangesdonotinvolveasignificant hazardsconsideration asdefinedin10CFR50.92.
