Therefore, the24bayswereoriginally dividedintothreegroupsonthebasisoftheiroriginalweights.Therehavesincebeenseveralreplenishments oficeinindividual baskets.Subsequent reweighings haveindicated thattheinitialdistinctdifferences intheiceweightsbetweengroupssuchasthoseseenaftertheinitialweighings havebeeneliminated.
Forthesereasons,regrouping thebasketsasproposedwillnotsignificantly affectpublichealthandsafety.Webelieveacceptable operation, intheproposedmanner,hasbeendemonstratedbycompliance withtheidentical andcurrentlyapprovedUnit2T/S.Therefore, thischangedoesnotinvolveasignificant hazardsconsideration asdefinedby10CFR50.92.

Weproposethattheoperability ofthedoorsbedemonstrated atleastonceper9monthsbytorquetesting50$ofthedoorsinsteadofatleastonceper6monthswith25$ofthedoorsbeingtorquetested.Thischangewouldallowustodemonstrate theoperability ofalldoorsintheshorterperiodofonerefueling cycle(i.e.,approximately 18months).Inaddition, thischangewillmaketheintervalforthetorquetestingofthedoorsconsistent withtheproposedicebasketweighingsurveillance requirements (i.e.,atleastonceper9months).Webelievetheproposedchangeisconservative sincethetotalnumberofdoorswouldbetestedoverashortertimeperiod.ThesechangeswouldmaketheUnitNo.1T/Sidentical totherespective UnitNo.2T/S.Therefore thischangedoesnotinvolveasignificant hazardsconsideration asdefinedby10CFR50.92.Theseventhproposedchangeconcernseditorial changestotheUnit1Technical Specifications pages3/46-30through3/46-32.Thesechangeswoulddeleteobsoletestatements, clarifyanotherstatement, andmaketheUnit1T/Sidentical totherespective Unit2T/S.Weproposethatthefollowing wordsberemovedfromT/S's4.6.5.3.1(b)and4.6.5.3.2(b):

Thischangemodifiesthelimitingicethickness from0.38inchestoanominal3/8inches.Thischangeisbeingdonebecausetheinherentnatureofavisualinspection isnotintendedtoprovideaccuracytotwodecimalplacesasthecurrentTechnical Specification indicates.
Thischangeisconsidered primarily administrative innatureandthus,doesnotconstitute asignificant hazardsconsideration asdefinedby10CFR50.92.
