Mr.HaroldR.Dento-5-AEP:NRC:0860AATTACHMENT2TOAEP:NRC:0860AADDITIONALTECHNICALSPECIFICATIONCHANGEREQUESTFORDONALDC.COOKNUCLEARPLANTUNITNO.2CYCLE5 Mr.HaroldR.Den-6-AEP:NRC:0860ATheeighthproposedchangeconcernsT/S3/4.10.5whichaddressestheRodPositionIndication(RPI)Channelsduringshutdown(MODES3,4,and5).Specifically,wearerequestingthatT/S3/4.10.5bechangedtoaddressthedemandpositionindicatorsinsteadoftheindividualRPXs.Thereasonsandjustificationforthischangeareasfollows:T/S4.1.3.4requiresroddroptimemeasurementsoffulllengthrodsbedemonstrated...followingeachremovalofthereactorvesselhead,etc.T/S4.10.5statesrodpositionindicationchannelsshallbedeterminedtobeOPERABLEbyverifyingthedemandpositionindicationsystemandtherodpositionindicationchannelagreewithin12stepswithin24hourspriortothestartofroddroptimemeasurement...Znordertoverifythe12stepagreementbetweentheindividualRPZsandthedemandpositionindicationsystem,theindividualRPIshavetobecalibrated.TheRPZforeachindividualrodiscalibratedatthe~beginningofafuelcyclewhenthereactorcoolantsystemisatoperatingtemperature.CalibrationisperformedatoperatingtemperaturebecausetheRPIsareextremelytemperaturesensitiveandthereforebecomeincreasinglyinaccurateoverthelargetemperaturechangebetweenMODES5through3.CoiloperatingtemperatureisnotestablisheduntiltheReactorCoolantSystem(RCS)reachesequilibriumafterascendingthroughMODES5,4,and3..Thecoiltakesapproximatelysix(6)hourstoreachequilibriumtemperature,thusdelayingstartupofthereactor.Utilityexperienceindicatesthatthe(group)demandpositionindicationsystemshaveproventobeextremelyreliableinWestinghousereactors.DemandpositionindicationsystemsarethemostaccuratemeansofdeterminingrodpositionandareinfactusedtocalibratetheRPXs.Furthermore,theT/Ssrequirethatthereactorbemaintainedinasubcritical,condition(k(0.99)topreventinadvertentcriticalityinMODES3,4,and5.Subcriticalitycanbeadequatelymaintainedwithsufficientboronconcentrationandallbutoneshutdownorcontrolbankbeingfullyinserted.Criticalityisnormallynotreacheduntiltheshutdownbanksandthreeofthefourcontrolbanksarefullywithdrawn.T/S3.10.5willcontinuetorequireonlyoneshutdownorcontrolbankbewithdrawnfromthefullyinsertedpositionatatime,duringroddroptimemeasurements.Therefore,webelievethereisadequatejustification.fortheproposedchange,whichwouldeliminatethedelayinstartup.Thischangemayresultinsomeincreasetotheprobabilityorconsequencesofaprev'ouslyanalyzedaccidentormayreduceinsomewayasafetymargin,butitisourbeliefthattheresultsofthechangeareclearlywithinallacceptablecriteriawithrespecttothesystemorcomponentsastheymayaffecttheSafetyAnalysisoftheplant.Thus,theproposedchangedoesnotinvolveasignificanthazardsconsiderationasdefinedin10CPR50.92.
