UNITEDSTATESOFAMERICANUCLEARREGULATORyCOMMISSXONIntheMatterofRochesterGasandElectricCorporation(R.E.GinnaNuclearPowerPlant)))DocketNo.50-244))APPLXCATXONFORAMENDMENTTOOPERATXNGLXCENSEPursuanttoSection50.90oftheregulationsoftheU.S.NuclearRegulatoryCommission(the"Commission"),RochesterGasandElectricCorporation("RGGE"),holderofFacilityOperatingLicenseINo.DPR-18,herebyrequeststhattheTechnicalSpecificationssetforthinAppendixAtothatlicensebeamended.ThisrequestforchangeinTechnicalSpecificationsissubmittedtoremovethescheduleforthewithdrawalofReactorVesselMaterialSpecimensfromTechnicalSpecificationSurveillanceRequirement4.3.1inaccordancewiththeguidancedescribedinGenericZetter(GL)91-Ol,"RemovaloftheSchedulefortheWithdrawalofReactorVesselMaterialSpecimensfromTechnicalSpecifications".Further,TechnicalSpecification4.3.1.2willbedeletedsincethisspecificationisimplicitlydescribed.intheproposed,Specification4.3.1.1.Inaddition,RGGEshallmaintaintheCommission'sapprovedversionofthespecimenwithdrawalscheduleintheUpdatedFinalSafetyAnalysisReport(UFSAR).TheadditionofthisschedulewillbeinthenextrevisionoftheUFSARinaccordanceto10CFR50.71(e).Theproposed.TechnicalSpecificationchangeissetforthinAttachmentAtothisApplication.AsafetyevaluationissetforthinAttachmentB.Thisevaluationalsodemonstratesthatthe('V2070b00059'20622PDRADOCK05000244P.PDR
