Dear Mr. Johnson:
Enclosed is an Application for Amendment to Operating License to amend Appendix A of that license to revise Technical Specification Surveillance Requirement 4.3.1 pursuant to guidance provided. in Generic Letter (GL) 91-01, "Removal of the Schedule for the Withdrawal of Reactor Vessel Material Specimens From Technical Specifications",
dated. January 4, 1991.
Further, Technical Specification 4.3.1.2 will be deleted since this specification is implicitlydescribed in the proposed Specification 4.3.1.1.
Removal of the schedule for withdrawal of reactor vessel material specimens from Technical Specifications is considered a line item Technical Specification improvement.
The proposed amendment is consistent with the recommendations of the Commission Policy Statement on Technical Specification Improvements.
Rochester Gas and Electric (RG&E) shall maintain the Commission's approved version of the specimen withdrawal schedule in the Updated Final Safety Analysis Report (UFSAR).
The addition of this schedule willbe in the next revision of the UFSAR in accordance to 10CFR50.71(e).
