Page6ll.WasteGasDecaTankExlosiveGasMonitorinSstemInoerable-UnitNo.1ThisinformationisprovidedpursuanttoSt.Lucie,UnitNo.1TechnicalSpecification3.3.3.10.bTheoxygenmonitorsrequiredbySt.LucieUnitNo.1TechnicalSpecifications3.3.3.10wereinoperablefromOctober25,1984untilDecember6,1984.ThisconditionresultedinlessthantheminimumnumberofchannelsoperablerequiredbyTable3.3-13inexcessofthetimepermittedbyTable3.3-13fortheWasteGasDecayTankExplosiveGasMonitoringSystem.Thecauseoftheinoperabilitywasdueprimarilytoexcessiveamountsofmoistureinthesystemwhichresultedinthefailureoftheoxygendetectors.AnumberoffactorscontributedtothedelayinreturningtheWasteGasDecayTankExplosiveGasMonitoringSystemtooperablestatus.Duringtheinvestigationoftheinstrumentfailuresitwasdeterminedthatadditionalmaintenancewouldberequiredinordertorestorethesystemreliability.Thisadditionalmaintenanceinvolvedreplacingapumpandeliminatingsuspectedsystemleakage.Someof-therequiredsparepartstorepairthesystemwerenotinitiallyavailableonsite.Thiscontributedtothedelayinrestoringthesystem'soperability.Theremainingtimeisattributedtotheextensivesystemmaintenancewhichprovedtobenecessarytoachievethedesiredreliability.TheSt.LucieP1antisconductinganevaluationofthesystem'sdesignandoperationwithanobjectivetoprecludesimilarfailuresinthefuture.Inaddition,toavoiddelaysinsystemmaintenancethequantityofsparepartstobestockedhasbeenincreased.Duringtheperiodoftimethattheexplosivegasmonitoringsystemwasinoperable,theconditionsofTechnicalSpecification3.11.2.5weremaintainedbymonitoringoxygen'ntheonservicewastegasdecaytankwiththelabgaspartitionerinaccordancewithTable3.3-13,ACTION5,ofTechnicalSpecification3.3.3.10. | |||

Page6ll.WasteGasDecaTankExlosiveGasMonitorinSstemInoerable-UnitNo.1ThisinformationisprovidedpursuanttoSt.Lucie,UnitNo.1TechnicalSpecification3.3.3.10.bTheoxygenmonitorsrequiredbySt.LucieUnitNo.1TechnicalSpecifications3.3.3.10wereinoperablefromOctober25,1984untilDecember6,1984.ThisconditionresultedinlessthantheminimumnumberofchannelsoperablerequiredbyTable3.3-13inexcessofthetimepermittedbyTable3.3-13fortheWasteGasDecayTankExplosiveGasMonitoringSystem.Thecauseoftheinoperabilitywasdueprimarilytoexcessiveamountsofmoistureinthesystemwhichresultedinthefailureoftheoxygendetectors.AnumberoffactorscontributedtothedelayinreturningtheWasteGasDecayTankExplosiveGasMonitoringSystemtooperablestatus.Duringtheinvestigationoftheinstrumentfailuresitwasdeterminedthatadditionalmaintenancewouldberequiredinordertorestorethesystemreliability.Thisadditionalmaintenanceinvolvedreplacingapumpandeliminatingsuspectedsystemleakage.Someof-therequiredsparepartstorepairthesystemwerenotinitiallyavailableonsite.Thiscontributedtothedelayinrestoringthesystem'soperability.Theremainingtimeisattributedtotheextensivesystemmaintenancewhichprovedtobenecessarytoachievethedesiredreliability.TheSt.LucieP1antisconductinganevaluationofthesystem'sdesignandoperationwithanobjectivetoprecludesimilarfailuresinthefuture.Inaddition,toavoiddelaysinsystemmaintenancethequantityofsparepartstobestockedhasbeenincreased.Duringtheperiodoftimethattheexplosivegasmonitoringsystemwasinoperable,theconditionsofTechnicalSpecification3.11.2.5weremaintainedbymonitoringoxygen'ntheonservicewastegasdecaytankwiththelabgaspartitionerinaccordancewithTable3.3-13,ACTION5,ofTechnicalSpecification3.3.3.10.
