St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsContainmentSraandCoolinSstemsL-94-260Attachment1Page4of8FPLhasevaluatedthePSL1andPSL2containmentpressureandtemperatureresponsetothelimitinglossofcoolant(LOCA)andmainsteamlinebreak(MSLB)accidentsduringMODE3conditions.Theresultsofthisevaluationconfirmthat,withpressurizerpressure<1750psia,containmentdesignpressureandtemperaturewillnotbeexceededwhentwocontainmentfancoolersareoperable(bothCStrainswereassumedtobeoutofservice).TheproposedLCOrequirestwotrains(twofancoolerspertrain)ofcontainmentcoolingtobeOPERABLEthroughouttheentireMODE3rangeofoperation.Therefore,retainingthepreviouslyapproved,pressuredependentMODE3applicabilityfortheCSSystemwillaffordamoreefficientandtimelytransitiontoShutdownCoolingSystemoperationwithoutlossofanacceptableabilitytomitigatethepostulatedaccidents.Inaddition,agreementwiththeapplicabilityofrelatedLCO3.6.2.2(SprayAdditive/IodineRemovalSystem)willbepreserved.TheproposedAPPLICABILITYfortheContainmentCoolingSystemisthesameasexistingLCO3.6.2.3,e.g.,MODES1,2,and3.Toverifythatlowermodeapplicabilityshouldnotberequired;FPLhasevaluatedthePSL1andPSL2containmentpressureandtemperatureresponsetothelimitingLOCAandMSLBaccidentsforoperationswiththeRCStemperatureat360'F.TheresultsofthisevaluationconfirmthatthecontainmentdesignpressureandtemperaturewillnotbeexceededwithbothCStrainsandallfourfancoolersoutofservice.OperationalMODES4,5and6occuratRCStemperaturesbelow3254F,andtheimpactoncontainmentparametersfrompotentialaccidentswillbefurtherreducedintheselowermodes.Therefore,FPLconsiderstheproposedAPPLICABILITYfortheContainmentCoolingSystemtobeacceptable,andtobeconsistentwiththeSTS.ACTION-i.a:WithoneCStraininoperable,proposedACTION-1.arequirestheinoperabletraintoberestoredtoOPERABLEstatuswithin72hoursandwithin10daysofinitialdiscoveryoffailuretomeettheLCO.Inthiscondition,theremainingOPERABLEsprayandcoolingtrainsarecapableofprovidingtheiodineremovalfunctionandatleast100%ofaccidentheatloadremoval.The72hourcompletiontimetakesintoaccounttheredundantheatandiodineremovalcapabilityaffordedbytheContainmentSpraySystem,reasonabletimeforrepairs,andthelowprobabilityofaDBAoccurringduringthisperiod.The10days(frominitialdiscovery St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsContainmentSraandCoolinSstemsL-94-260Attachment1Page4of8FPLhasevaluatedthePSL1andPSL2containmentpressureandtemperatureresponsetothelimitinglossofcoolant(LOCA)andmainsteamlinebreak(MSLB)accidentsduringMODE3conditions.Theresultsofthisevaluationconfirmthat,withpressurizerpressure<1750psia,containmentdesignpressureandtemperaturewillnotbeexceededwhentwocontainmentfancoolersareoperable(bothCStrainswereassumedtobeoutofservice).TheproposedLCOrequirestwotrains(twofancoolerspertrain)ofcontainmentcoolingtobeOPERABLEthroughouttheentireMODE3rangeofoperation.Therefore,retainingthepreviouslyapproved,pressuredependentMODE3applicabilityfortheCSSystemwillaffordamoreefficientandtimelytransitiontoShutdownCoolingSystemoperationwithoutlossofanacceptableabilitytomitigatethepostulatedaccidents.Inaddition,agreementwiththeapplicabilityofrelatedLCO3.6.2.2(SprayAdditive/IodineRemovalSystem)willbepreserved.TheproposedAPPLICABILITYfortheContainmentCoolingSystemisthesameasexistingLCO3.6.2.3,e.g.,MODES1,2,and3.Toverifythatlowermodeapplicabilityshouldnotberequired;FPLhasevaluatedthePSL1andPSL2containmentpressureandtemperatureresponsetothelimitingLOCAandMSLBaccidentsforoperationswiththeRCStemperatureat360'F.TheresultsofthisevaluationconfirmthatthecontainmentdesignpressureandtemperaturewillnotbeexceededwithbothCStrainsandallfourfancoolersoutofservice.OperationalMODES4,5and6occuratRCStemperaturesbelow3254F,andtheimpactoncontainmentparametersfrompotentialaccidentswillbefurtherreducedintheselowermodes.Therefore,FPLconsiderstheproposedAPPLICABILITYfortheContainmentCoolingSystemtobeacceptable,andtobeconsistentwiththeSTS.ACTION-i.a:WithoneCStraininoperable,proposedACTION-1.arequirestheinoperabletraintoberestoredtoOPERABLEstatuswithin72hoursandwithin10daysofinitialdiscoveryoffailuretomeettheLCO.Inthiscondition,theremainingOPERABLEsprayandcoolingtrainsarecapableofprovidingtheiodineremovalfunctionandatleast100%ofaccidentheatloadremoval.The72hourcompletiontimetakesintoaccounttheredundantheatandiodineremovalcapabilityaffordedbytheContainmentSpraySystem,reasonabletimeforrepairs,andthelowprobabilityofaDBAoccurringduringthisperiod.The10days(frominitialdiscovery
