Your letter stated that Indiana Michigan Power Company (l&M), the licensee for Donald C. Cook Nuclear Plant (CNP) Units 1 and 2, is formally requesting a schedule change to the NRC-evaluated force-on-force (FOF) cycle year because (1) the current CNP NRC-evaluated FOF Cycle Schedule occurs in the same years that the site has both spring and fall refueling outages and (2) from a CNP staffing perspective, is challenging for the Security Department during a dual outage year concurrently with having an NRC-evaluated FOF in that same year.

THE U.S. NUCLEAR REGULATORY COMMISSION RESPONSE TO INDIANA MICHIGAN POWER COMPANY, DONALD C. COOK TRIENNIAL U.S. NUCLEAR REGULATORY COMMISSION-EVALUATED FORCE-ON-FORCE INSPECTION YEAR CHANGE WITHIN THE CYCLE

Dear Michael K. Scarpello:

The U.S. Nuclear Regulatory Commission (NRC) staff received your letter titled Donald C.

Cook Nuclear Plant Units 1 and 2, Triennial Evaluated Force-on-Force Cycle Schedule Change Request (Agencywide Documents Access and Management System accession number ML24032A137) and has conducted a review of the information contained within. Your letter stated that Indiana Michigan Power Company (l&M), the licensee for Donald C. Cook Nuclear Plant (CNP) Units 1 and 2, is formally requesting a schedule change to the NRC-evaluated force-on-force (FOF) cycle year because (1) the current CNP NRC-evaluated FOF Cycle Schedule occurs in the same years that the site has both spring and fall refueling outages and (2) from a CNP staffing perspective, is challenging for the Security Department during a dual outage year concurrently with having an NRC-evaluated FOF in that same year.

The staff finds reasonable I&Ms request to shift the NRC-evaluated FOF inspection from the third year of the NRC-evaluated FOF inspection cycle to the second year, and therefore approves the new schedule accordingly. CNPs currently scheduled NRC-evaluated FOF inspection in July/August 2025 will be subsequently rescheduled to the end of calendar year 2024. Inspections following the 2024 NRC-evaluated FOF inspection, CNP will resume a triennial schedule.
