ISSUANCE OF SPECIAL NUCLEAR MATERIALS LICENSE SNM-7005
Dear Mr. Mannis:
This letter refers to your application for a special nuclear materials (SNM) license, transmitted by letter dated August 21, 2020, and supplemented by a response to a request for additional information and revised application dated January 22, 2021. Publicly available versions of these documents are in the Agencywide Documents Access and Management System (ADAMS) at Accession Numbers ML20254A189 and ML21057A037, respectively.
The U.S. Nuclear Regulatory Commission (NRC) staff has completed a safety evaluation report (SER) documenting its review of your application, as supplemented. A copy the SER is enclosed. Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 70, Materials License SNM-7005 is hereby issued for a period of 10 years, expiring on May 19, 2031.
The NRC staff has incorporated the following conditions into the license:
Safety Condition S-1 specifies that authorized use is in accordance with the statements, representations, and conditions in the August 21, 2020, and January 22, 2021 application submittals.
Safety Condition S-2 grants an exemption from the requirements of 10 CFR 70.24 to maintain a criticality accident alarm system.
The staff determined that issuance of the license and the exemption fall within actions categorically excluded from the requirement to perform an environmental impact statement or environmental assessment, specifically 10 CFR 51.22(c)(14)(v) and 10 CFR 51.22(c)(25).
Documents transmitted herewith contain Security-Related Information. When separated from Enclosures 3 and 4, this document is DECONTROLLED.

Mannis 2 In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter, public versions of the license Form 374 (from which licensed material possession limits have been redacted) and SER will be available electronically for public inspection in the NRC Public Document Room or through the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible through the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). A non-public version of the license Form 374 and SER will be withheld from public disclosure in accordance with 10 CFR 2.390.
