Mr. Richard Jervey, This is a follow up letter to our 31 May 2022 letter and 1 July 2022 phone call regarding amending DTRA License SNM-7005, Amendment 1, to change the DTRA RSO from Mr.
Daniel Mannis to Mr. Daniel Sowers, CHP.
As current Chair of DTRAs Radiation Safety Committee and SNM license RSO, Mr. Mannis played an integral role in hand-selecting Mr. Sowers to serve as DTRAs RSO. Mr. Mannis will continue to provide guidance and mentorship as RSC Chair once the RSO transition occurs.
Further, Mr. Dave Bisson, CHP from Johns Hopkins Applied Physics Lab, who assisted and mentored Mr. Mannis in the writing of the original license, will continue to provide mentorship to both Mr. Mannis and Mr. Sowers.
Mr. Sowers is currently named on DTRAs materials license 45-25551-01 which includes some amounts of SNM. This experience, coupled with that gained from a military health physicist career and his board certification as outlined in our 31 May 2022 letter, is relevant to managing an SNM license with material of low strategic significance and exempt from criticality safety measures. Mr. Sowers will additionally attend a virtual NMMSS course hosted through DOE in December.
