SUBJECT:

DPO ON NDE OF SPENT FUEL STORAGE CANISTERS I am responding to your memorandum of January 5,1999, regarding the Differing Professional Opinion (DPO) concerning the nondestructive examination of welds in spent fuel storage canisters that was raised by Mr. Ron Parkhill of NMSS. You appointed me as chairman of a panel composed of Mike Modes (Region I) and myself, and directed that I appoint a third member and establish a proposed schedule for the panel's review of the DPO.

Dr. Ed Hackett, of the Office of Nuclear Regulatory Research (RES), has been appointed as the third member of the DPO Panel. He is one of the suggested panel members identified by Mr. Parkhill.

The DPO Panet has held an initial meeting to initially consider its review effort and to establish a proposed schedule. Schedule milestones are as follows:

Establish Scope and Approach January 29,1999 Complete Information Gathering Phase February 25,1999 Complete Draft of Panel Report March 25,1999 Submit Final Report to EDO April 23,1999 I have discussed the schedule and the Panel's initial views on its effort with Mr. Parkhill, and he is in agreement.
