REQUEST FOR REVIEW OF CONCERNS RELATED TO VOLUMETRIC INSPECTION OF WELDS IN SPENT FUEL STORAGE CANISTERS UNDER FORMAL DIFFERING PROFESSIONAL OPINION PROCEDURES Your memorandum to me dated November 30,1998, requested that the arguments of your Differing Professional View (DPV), the resolution of which was expressed in a memorandum to ,

you from Carl J. Paperiello, dated November 24,1998, be considered a Differing Professional Opinion (DPO). You believe that volumetric examination, like ultrasonics (UT) or radiography i (RT), would identify welding process problems in spent fuel storage canisters that could go l undetected by a surface examination technique like liquid penetrant (PT), even if that surface i examination were performed after some intermediate welding passes. Further, you believe that l

' the governing code (ASME Section lil) has specific requirements for the construction of spent I fuel storage canisters that are not being followed. Your request has been granted and the issues you raised will be reviewed under the DPO procedures in Management Directive 10.159.
