DIFFERING PROFESSIONAL OPINION FROM RON PARKHILL(DPO-99-02)
By memorandum dated June 9,1999, you requested that my office coordinate the review for the release of records, in accordance with NRC Management Directive 10.159, relating to a Differing Professional Opinion (DPO), " Nondestructive Examination of Weids," (DPO-99-02) and for placement in the Public Document Rom (PDR). The review of the subject records has now been completed.
The records are identified on the enclosed Appendix A, B and C. Located behind Tab A are records that should be placed in the PDR and NUDOCS by your office. The records behind Tab i
B should not be made available in the PDR and NUDOCS because they are being withheld pursuant to Exemptions 4 and 5 of the FOIA. Please include these withheld records with the official DPO file for which your office will transmit to the File Center.
The records behind Tab C contain the background memorarida relating to the processing of this DPO by my office. These records should be included with the official DPO file for which your office will transmit to the NRC File Center.
