The U. S. Nuclear Regulatory Comission (the Comission) has denied a J

' request by System Energy Resources, Inc., (the licensee) for an amendment to facility Operating License No. NPR-29, issued to the licensee for operation of the Grand Gulf Nuclear Station, Unit 1, located in Claiborne County, Mississippi. Notice of Consideration of Issuance of this amendment was published in the FEDERAL REGISTER on September 28,1988(53FR37886).

The purpose of the licensee's amendment request was to revise the Technical Specifications (TS) to allow the fuel. transfer gate to be in place during refueling when the reactor cavity is flooded and either the Emergency Core Cooling System (ECCS) or the suppression pool is inoperable.
