' GATE - GRAND GULF NUCLEAR STATION UNIT 1-(TAC NO. 69257) j i

By letter dated August 31, 1988,- System Energy Resources, Inc. (SERI) submitted a proposed amendment to the Grand Gulf Nuclear Station, Unit 1, Operating License No.-NPF-29. The proposed amendment would change the Technical Specifica-tions (TS) by changing Operational Condition 5* to allow the fuel transfer gate to be in place during refueling when the. reactor cavity is flooded and l either the Emergency Core Cooling System (ECCS) (TS 3/4.5.2) or the Suppression Pool (TS 3/4.5.2) is inoperable.

After careful review,.the NRC staff has concluded that your proposal cannot be approved because_ inadequate consideration was given to the potential for

' inadvertent draining of the reactor pressure vessel due to misalignment of the residualheatremoval-(RHR) valves. These events, which have occurred at

, several BWR plants, require automatic isolation of the RHR. system and automatic injection of water by at least one ECCS subsystem to assure the core will remain covered with water. SERI has committed to evaluate whether TS 3/4.5.2 should be changed to take this event into account in its submittals regarding use of an alternate decay heat removal system. Changes to Operat-ional Condition 5* may be considered at the same tine.

A copy of the Notice of Denial of Amendment to facility Operating License and Opportunity for Hearing to be published in the Federal Register is enclosed for your information.
