| description = An unresolved item (URI) was identified to determine whether a performance deficiency existed regarding the licensees ability to provide a means to promptly classify various radiological emergency initiating conditions and emergency action levels (EALs), and the licensees compensatory measures to ensure the prompt implementation of the Point Beach Emergency Plan (EP) while the radiation monitors utilized by the operators were out-of-service due to failure of instrument bus 1XY-114. On January 18, 2011, instrument bus 1XY-114 failed, causing a loss of multiple radiation monitors used in the EP and specifically identified in Appendix M, Matrix for Emergency Preparedness Equipment of the EP. Additionally, some of these monitors were used in identifying entry into EALs. The inspectors were concerned that this loss of radiation monitoring instrumentation might impact the effectiveness of the EP. Additionally, the inspectors were concerned regarding the contingency actions and compensatory measures that were taken in response to the instrument bus failure and the impact of this on the licensees ability perform EAL classification in a timely and accurate manner. The licensee entered this issue into the CAP as AR01614417. At the end of the inspection period, the inspectors were waiting for additional information from the licensee on the impact of this instrument bus loss on the EP. This URI will remain open, pending a review of the licensees additional information in response to the inspectors concerns (URI 05000266/2011002-03; 05000301/2011002-03, Out-of-Service Radiation Monitors Potentially Impact Emergency Classification Ability).
