Attached is the revised text for the U3SES Technical Specifications, Section 6.5.2 - Safety Review Committee (SRC) and Section 6.2.3 Onsite Safety Review Subgroup (OSRS).
SRC CONCEPT
: a. The SRC is a committee of Senior Management and Technical Personnel whose purpose is to detect and propose action to reduce significant risks.
: b. The Waterford 3 Safety Review Program is designed to supply data and technical resources to the SRC as necessary for the committee to assure that the risk control program at W3 is adequate cod for it to recommend actions designed to reduce potential risks to an acceptable level. The Safety Review Program is also designed to unburden the SRC from a large magnitude of paperwork so as to allow it to focus attention on its basic objective.
: c. As an integral part of the Safety Review Program, elements of W3 organization are provided with the technical resources required to perform, or have performed, detailed reviews and evaluations, con-sistent with the safety review program objectives.          The primary organizational elements for this purpose are the Plant Operations Revicw Comnittee, Onsite Safety Review Subgroup (including Independent Safety Engineering (ISEG) and Operational Aseessnent (OAS) functions) and the Quality Assurance organization, g c,ot 8302160373 830211 PDR ADOCK 05000382PDR A

We believe that the attachment represents an improved approach to the function of such a senior advisory committee as the SRC, whose main purpose is to prevent or mitigate accidents.
Your exped.tious concurrence with this approach, consistent with the schedule for finalizing W3 Technical Specifications, is requested.
