COOK NUCLEAR PLANT (CNP), UNITS 1 AND 2 DOCKET NOS. 50-315 AND 50-316 By letter AEP-NRC-2013-15, dated March 1, 2013 (Agencywide Documents Access and Management Systems (ADAMS) Accession No. ML13073A110), Indiana Michigan Power Company (I&M) submitted a notification of a change to a portion of Commitment No. 23 of Appendix A of NUREG-1831 (ADAMS Accession No. ML051510092), Safety Evaluation Report Related to the License Renewal of the Donald C. Cook Nuclear Plant, Units 1 and 2. Commitment No. 23 states, in part, that the licensee will enhance the Structures Monitoring Program to include the security diesel generator room prior to October 25, 2014, for Unit 1 and December 23, 2017, for Unit 2. In its March 1, 2013 letter, the licensee stated that it is changing this commitment to remove the security diesel generator room from inclusion to the Structures Monitoring aging management program (AMP) because the security diesel generator does not meet the scoping requirements specified in Title 10 of the Code of Federal Regulations (10 CFR) Section 54.4 since the security diesel generator does not perform a safety function and the security diesel is not credited for outside lighting for either the 10 CFR Appendix R or National Fire Protection Association Standard 805 (NFPA 805) Fire Protection Programs. The Nuclear Regulatory Commission (NRC) staff has determined that additional information is needed to complete the review. Table 2.4.4-1 of the CNP license renewal application (LRA) listed the security diesel generator room as a yard structure with a license renewal function of shelter and support for the security diesel generator, which provides lighting required for 10 CFR 50.48, in accordance with the scoping criteria in 10 CFR 54.4(a)(3).
