SUPPLEMENT TO VOLUMES 1, 2, 8, 13, AND 14 PROPOSED NEW LICENSE CONDITIONS KEWAUNEE POWER STATION DOMINION ENERGY KEWAUNEE, INC.

Serial No.10-457 Docket No. 50-305 Attachment 2 Page 1 of 2 REVISED PROPOSED NEW LICENSE CONDITION License Condition 2.C(12) is proposed to address the schedule for relocating certain CTS requirements to licensee-controlled documents, as approved by the NRC, as follows:

(12) Relocation of Certain Technical Specification Requirements License Amendment No. XXX authorizes the relocation of certain Technical Specifications previously included in Appendix A to other licensee-controlled documents. At the time of implementation of this amendment, the subject requirements shall have been relocated to the specified documents, as described in Table LA, Removed Detail Changes, and Table R, Relocated Specifications, attached to the NRC staffs Safety Evaluation, which is enclosed in this amendment.

PROPOSED NEW LICENSE CONDITION License Condition 2.C(14) is proposed to address a currently non-functional RCS Hot Leg A Temperature Indication, as approved by the NRC, as follows:

(14) Deferral of Certain Technical Specification Requirements Following implementation of License Amendment No. XXX, the requirement for the RCS Hot Leg A Temperature Indication to be OPERABLE as required by ITS 3.3.3 and ITS 3.3.4 may be deferred until startup after the first outage of sufficient duration to repair the RCS Hot Leg A Temperature Indication.

Specifically, ITS Table 3.3.3-1, Function 3 will only require 1 channel to be OPERABLE, and ITS Table B 3.3.4-1, Function 4.a will not be applicable.

Following the startup after the first outage of sufficient duration to repair the RCS Hot Leg A Temperature Indication, ITS Table 3.3.3-1 Function 3 and ITS Table B 3.3.4-1, Function 4.a requirements will be applicable.

Serial No.10-457 Docket No. 50-305 Attachment 2 Page 2 of 2 EXPIRED LICENSE CONDITIONS License Condition 2.C(8) expired with the completion of Kewaunee refueling outage R-29 in May 2008, and thus is no longer applicable:

(8) Operator Actions The auxiliary feedwater system local manual operator actions as described in the License Amendment Request submitted May 5, 2005, and supplemented on June 9, 2005, shall be eliminated no later than completion of Kewaunee refueling outage R-29.

License Condition 2.C(9) has expired, and thus is no longer applicable:

(9) Surveillance Test Interval Relaxation In lieu of the specified frequencies, Dominion Energy Kewaunee, Inc. may complete the surveillance requirements noted in Table 2.C.(9) on page 5a during the fall 2006 refueling outage, but not later than October 7, 2006.
