Although MD 620 says: "Inspectors and SRAs should be aware that written notes or e-mails provided to a member of the licensee's, vendor's, or applicant's staff or received by NRC staff in the transaction of Government business may need to be preserved as records in the working file to either be ultimately retained in ADAMS or disposed of in accordance with Section 04.04a, "Record Retention and Disposition."

It also says: "Some licensees, vendors, or applicants supply forms for inspectors to use during inspections, for written questions or to request information and documents that are needed to continue the inspection.

Inspectors shall only use licensee, vendor, or applicant-generated forms to request records and documents. All other information (e.g., questions) should be requested verbally. Some licensees, vendors, or applicants may document and track an inspector's questions and then generate written interim and final answers to these questions. These written licensee, vendor, or applicant generated responses can be reviewed by the inspector during the on-site inspection."

Ify-busimply read the questions to the licensee, and have them respond to George verbally or by posting documents to Certrec you keelp well within the guidelines and make the report far less complicated.

FW: Followon Information Request for TIA Reg Seabrook ASR Because the inspection is open pending our review of their revised operability determination and in keeping with Manual Chapter 0620, "Inspection Documents and Records", someone has to contact the licensee and request the information verbally. Vicki Brown would seem to be the appropriate point-of-contact.

I am at VY (IP71003) next week, OC (IP71152A) the following week, and Salem (IP71 11 108P) for two weeks following that. Is this something you can take a few minutes to read to Vicki?

Michael, As a follow-on from the inspection during the week of 9/26, please have the Seabrook licensee provide the information requested in the attached.

1. Please provide the following documents referenced in EDS 36180, Revision 01, "Structural Monitoring Program":

a) EC 145305 b) AR 574120574120c) AR 581434581434d) EC 250348 e) AR 587429587429f) AR 587432587432: 2. Please provide values of cracking index (in mmim) from the crack measurements made thus far on the ASR affected Electrical B-Tunnel. Also provide values of damage rating index determined from petrographic examination of core samples from the tunnel thus far.

3. The NRC staff understands that the licensee has been taking and testing core samples from the interior of the ASR-affected structures. Please explain how Seabrook plans to assess the degradation effects on the exterior of the affected structures in contact with the soil and ground water, which may likely be more severe ifthe source of moisture is water infiltration from the outside?

4. Is Seabrook planning to also measure values of Poisson's ratio of ASR-affected concrete from core samples to enable characterization of the affected concrete using a complete set of measured mechanical properties (namely, elastic modulus, poisson ratio, compressive strength and tensile strength) typically used in analysis and design of concrete structures. Please explain if not.
